At least 12 areas were placed under tropical cyclone warning wind Signal No. 3 as typhoon “Quinta” (international name: “Molave”) started to traverse Southern Luzon, and made its third landfall over San Andres, Quezon around 10:30 p.m., Sunday, Oct. 25.

In its severe weather bulletin issued at 11 p.m. Sunday, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) said “Quinta” is seen to cross Southern Luzon until Monday afternoon and is likely to pass over or near the vicinity of southern Quezon, particularly Bondoc Peninsula, Marinduque, northern Mindoro, and Batangas in the next six to 12 hours.

It is likely to exit the Philippine area of responsibility on Tuesday afternoon.

PAGASA said “Quinta” may maintain its typhoon strength throughout its passage over the Southern Luzon area.

It may further intensify once it re-emerges over the West Philippine Sea by Monday afternoon.

As of 11 p.m. Sunday, “Quinta” has maximum sustained winds of 125 kilometers per hour (kph) near the center and gustiness up to 150 kph. It has slightly weakened from 130 kph maximum sustained winds and 180 kph of gustiness in the 8 p.m. severe weather bulletin.

More areas were placed under Signal No. 3 as it remains a strong cyclone.

Areas under Signal No. 1 were southern portion of Aurora (Dingalan, San Luis), southern portion of Nueva Ecija (Gabaldon, Laur, Palayan City, General Tinio, Cabanatuan City, Aliaga, Zaragoza, Jaen, San Antonio, Santa Rosa, Peñaranda, Gapan City, San Leonardo, San Isidro, Cabiao), southern portion of Tarlac (La Paz, Tarlac City, San Jose, Concepcion, Capas, Bamban), the rest of Bulacan, the rest of Pampanga, central and southern portion of Zambales (Iba, Botolan, Cabangan, San Felipe, San Narciso, San Antonio, San Marcelino, Castillejos, Subic, Olongapo City), the northern portion of Palawan (El Nido, Taytay) including Cuyo Islands, the rest of Masbate, the rest of the northern portion of Antique (Laua-An, Barbaza, Tibiao, Culasi, Sebaste, Pandan, Libertad), Aklan, Capiz, northern portion of Iloilo (Lemery, Sara, San Dionisio, Batad, Estancia, Carles, Balasan), northern portion of Samar (Calbayog City, Matuguinao, Tagapul-An, Santo Nino, Almagro, Santa Margarita, Gandara, San Jose de Buan, Pagsanghan, Tarangnan, San Jorge, Catbalogan City, Jiabong, Motiong, Paranas), northern portion of Eastern Samar (Jipapad, Maslog, Arteche), and the rest of Northern Samar.

Moderate to heavy with at times intense rains will prevail over Albay, Catanduanes, Camarines Norte, Camarines Sur, Sorsogon, Masbate, Cavite, Laguna, Batangas, Rizal, Quezon, Aurora, Occidental Mindoro, Oriental Mindoro, Romblon, Marinduque, Palawan, Calamian and Cuyo Islands, Northern Samar, Samar, Biliran, Aklan, Capiz, and Antique in the next 24 hours.

The tail-end of a frontal system will also bring moderate to heavy with at times intense rains over Cagayan, Isabela, Apayao, and Ilocos Norte.

PAGASA said both weather systems may also cause light to moderate with at times heavy rains over Metro Manila, Palawan, Abra, Benguet, Ifugao, Kalinga, Mountain Province Apayao, Zamboanga Sibugay, Zamboanga del Norte, Zamboanga del Sur, Lanao del Sur, Maguindanao, Basilan, Sulu, Tawi-Tawi, Bukidnon, Camiguin, Misamis Occidental, Misamis Oriental, Lanao del Norte, Agusan del Norte, Agusan del Sur, Surigao del Norte, Surigao del Sur, and the rest of Visayas, Cagayan Valley, and Central Luzon.

The weather bureau warned of possible flooding, rain-induced landslides, or sediment-laden streamflow (lahar) during heavy or prolonged rainfall especially in areas that are highly susceptible to these hazards.
