Tropical Depression Wilma has become nearly stationary over the coastal waters of Eastern Samar, increasing the likelihood of landfall in Eastern or Northern Samar within the next several hours.
PAGASA said the slow movement of Wilma, combined with the shear line and northeast monsoon (amihan), is causing heavy to intense rainfall in Eastern Visayas and parts of the Bicol Region, raising risks of flooding and landslides.
Moderate to rough seas persist along the eastern seaboard of Samar, prompting PAGASA to advise fisherfolk and small-vessel operators to avoid travel due to hazardous conditions.

PAGASA warned that “Wilma” may generate heavy rains even in areas outside its expected landfall zone due to the combined influence of the shear line and the northeast monsoon or “amihan.”
The shear line and amihan are also forecast to enhance rains and winds across Luzon, Visayas, and Mindanao through the weekend.
