Sandoval reaffirms commitment to deliver inclusive, community-centered programs for residents

Malabon City Mayor Jeannie Sandoval delivered her third State of the City Address (SOCA) at the Malabon Sports Center on Saturday, August 16, where she highlighted the city’s achievements and outlined future programs aimed at building a more resilient and inclusive community.
In her speech, Sandoval presented updates on the city’s initiatives in education, health, livelihood, business, housing, and infrastructure.
She emphasized that these efforts are meant to provide long-term benefits for all sectors of society.
The mayor opened her speech by citing the success of the Malabon Ahon Blue Card (MABC), the city’s flagship program launched in 2023.
The program has so far extended nearly P492 million worth of assistance to over 91,000 households through financial aid, health benefits, and livelihood support.

The MABC was recently recognized internationally at the GovMedia Conference and Awards in Singapore as the 2025 Public Sector Initiative of the Year.

Sandoval also highlighted new housing projects in Barangays Potrero and Tinajeros, which will offer 288 mid-rise units complete with community amenities.
In health services, the city has distributed P70 million worth of free medical assistance and medicines, while the Ospital ng Malabon continues to expand with a new five-storey building.

For social welfare, the mayor reported expanded services for seniors, solo parents, persons with disabilities, and students.
These include higher pension and birthday cash gifts for senior citizens, subsidies for solo parents, and scholarship programs for nearly 20,000 City of Malabon University (CMU) scholars.
The city has also supported local economic growth by issuing more than 6,000 business permits and facilitating job fairs that assisted 75,000 job seekers.

To address environmental and infrastructure needs, Malabon has stepped up its cleanup drives, roadworks, and pumping station upgrades, while preparing major projects such as a new multi-purpose building and a sports and convention center.

Sandoval noted that Malabon also made its mark internationally by earning a Guinness World Record for the longest line of bowls of Pancit Malabon, showcasing the city’s cultural pride.
