Malabon's Ahon Blue Card program honored at Singapore GovMedia Awards

The Malabon City Government’s Ahon Blue Card (MABC) program received international recognition at the GovMedia Conference and Awards 2025 held at the Marina Bay Sands Expo and Convention Center in Singapore.

Presented by GovMedia, a prominent Southeast Asian platform for public sector innovation, the award highlights the city’s commitment to delivering responsive and inclusive public services to its residents. 
The event gathered government leaders to celebrate good governance, exchange innovative ideas, and address pressing public challenges.
“This recognition means so much to us because the Malabon Ahon Blue Card is not just a system—it is a symbol of our promise to uplift the dignity of every Malabueño who depends on government services. Behind this program are more than 90,000 families who now have easier, fairer, and more respectful access to aid and support,” Sandoval said. 
GovMedia praised the MABC as a model of citizen-centered and tech-driven governance. 
Launched in 2022, the program has streamlined how the city delivers aid by consolidating services into a single digital platform. It now covers more than 96 percent of the city's target households—around 94,000 families.

According to Malabon Public Information Office (PIO), over P425 million worth of assistance—including food, healthcare, education, and livelihood—has been distributed through the program. Key features include quarterly financial aid, hospitalization, and burial assistance.
In January 2025, the city government launched two new MABC features: the Eskwela Savings Program, which encourages students to save, and MABC Para sa Kababaihan, aimed at supporting women’s health and empowerment.

The PIO emphasized that the Ahon Blue Card is more than just an ID. 
It is a comprehensive digital platform designed to eliminate redundant paperwork, centralize beneficiary data, and speed up the distribution of aid. 
It also provides real-time data that helps improve policymaking and ensures that support reaches the most vulnerable.
The success of the program relies on the collaboration of barangay officials, tech partners, and various city departments. It created a system that not only makes public services more efficient but also promotes inclusive development.
“This program has allowed us to put systems in place that make sure no one is left behind—because true progress happens only when every member of the community feels seen, supported, and valued,” Sandoval said. 
“Tonight’s award inspires us to do even more. It tells us that local innovations can have a meaningful impact, and that good governance -- no matter how simple or small it may seem -- can transform lives,” the mayor added.
