DOJ issues ILBOs vs 16 more persons 'involved' in flood control mess
The Department of Justice (DOJ) issued on Wednesday, Oct. 15, immigration lookout bulletin orders (ILBOs) against 16 more individuals on request of the Independent Commission for Infrastructure (ICI) for alleged involvement in the anomalous flood control projects.
DOJ Officer-In-Charge Secretary Fredderick A. Vida issued the ILBOs.
With the ILBOs, immigration officers nationwide will monitor the movements of the 16 individuals in the country’s ports and airports.
Only hold departure orders (HDOs) issued by the courts can stop a respondent or an accused in a case from leaving the county.
Named in the new ILBOs were former Caloocan City 2nd district representative Mitch Cajayon-Uy, Art Atayde, Alvin Tan, Bong Marasigan, Elmer de Leon, Ed Fuentebella, Johnny Santos, John Mary Vianney Parago, Alvin Mariano, Ryan Uy, Darryl Recio, Nestor Venturina, Benjie Tocol, Department of Public Works and Highways (DPWH) Metro Manila First District Engineer Aristotle Ramos, DPWH Quezon Third District Engineer Michael Rosaria, and DPWH Project Engineer Angelita Garucha.
Last Oct. 8, a day before then Justice secretary Jesus Crispin C. Remulla took his oath of office as new Ombudsman, he issued ILBOs against 33 individuals.
The ILBOs were issued against former House Speaker Leyte 1st district Rep. Martin Romualdez; former Senate President, Senator Chiz Escudero; former senator Bong Revilla; Senators Jinggoy Estrada, Joel Villanueva;
Makati City Mayor Nancy Binay and her staff Carlene Yap; Commission on Audit (COA) Commissioner Mario Lipana and his wife, Marilou Laurio-Lipana; Department of Education (DepEd) Undersecretary Trygve Olaivar; Special Envoy to China for Trade Maynard Ngu;
Incumbent members of the House of Representatives Reps. Roman Romulo of Pasig; Jojo Ang of Uswag Ilonggo Party-list; PM Vargas of Quezon City 5th District; Arjo Atayde of Quezon City's 1st district; Nikki Briones of AGAP Party-list; Marcy Teodoro of Marikina's 1st district;
Rida Robes of San Jose del Monte in Bulacan; Eleandro Jesus Madrona of Romblon; Benjie Agarao of Laguna's 4th district; Odie Tarriela of Occidental Mindoro; Reynan Arrogancia of Quezon's 3rd district; Antonieta Eudela of Zamboanga Sibugay's 2nd district; Dean Asistio of Caloocan's 3rd district; and Marivic Co-Pilar of Quezon City's 6th district;
Former congressmen Bem Noel of An Waray Party-list, Marvin Rillo of Quezon City's 4th district, and Teodorico Haresco of Aklan's 2nd district.
The ILBOs were also issued against Department of Public Works and Highways (DPWH) District Engineers Loida Busa of Quezon City's 2nd district, Ramon Devanadera of Cebu City, Johnny Protesta Jr. of Quezon City's 2nd district, Arturo Gonzales Jr. of Quezon City and Rillo's aide Bogs Magalong.
The issuance of the ILBOs was requested by retired Supreme Court associate justice andAndres B. Reyes Jr., ICI chairman.
