P7.2-T national budget bill for 2027 filed in House

House Committee on Appropriations Chairperson Nueva Ecija 1st district Rep. Mikaela Angela "Mika" Suansing has filed the 2027 General Appropriations Bill (GAB) or proposed national budget worth P7.2 trillion.
Designated as House Bill (HB) No. 10858, the GAB is the legislative equivalent of the 2027 National Expenditure Program (NEP), or the annual spending plan that Malacañang annually submits to Congress.
"Pormal na din po nating inihain ang House General Appropriations Bill (HB 10858) ngayong Miyerkules. Patuloy po ang inyong lingkod sa pagtitiyak ng masusing pagsusuri ng pambansang budget para sa taong 2027," Suansing announced on Facebook late Wednesday night, Aug. 26.

The House received the P7.2-trillion NEP from the Department of Budget and Management (DBM) last Aug. 11.
Suansing's filing further formalizes the committee-level budget deliberations in the House of Representatives, which are on its second week.
The GAB, which must also go through the same process in the Senate, is arguably the most important piece of legislation that Congress passes each year.
According to the DBM, the agencies and sectors with the largest allocations in the proposed 2027 budget are the following: Department of Education (DepEd), P976 billion; Department of Public Works and Highways (DPWH), P644 billion (including over P100 billion for flood control); Health Sector, P353.8 billion (Department of Health [DOH] and PhilHealth combined); Department of the Interior and Local Government (DILG), P332.5 billion; Department of National Defense (DND), P328.8 billion; Transport Sector, P302.2 billion; Agriculture Sector: P261.7 billion, Department of Social Welfare and Development (DSWD), P241.6 billion; State Universities and Colleges (SUCs), P176.5 billion; and Judiciary, P86.3 billion.
The House of Representatives may realign the allocations per sector or agency as it deems fit; however, the final amount of the 2027 outlay must remain at P7.2 trillion, which is the largest in history.
Among the agencies whose panel-level budget hearings have terminated or concluded as of Wednesday night are the following: Philippine Amusement and Gaming Corporation (Pagcor), Department of Trade and Industry (DTI), Department of Justice (DOJ), Philippine Charity Sweepstakes Office (PCSO), and Department of Science and Technology (DOST).

Also finished were the Office of the Ombudsman, Department of Public Works and Highways (DPWH), Department of Environment and Natural Resources (DENR), and Department of Migrant Workers (DMW).
Suansing had earlier set a 53-day timetable for the House passage of the GAB on third and final reading. She said the budget discussions were still on track, despite the cancellation of some hearings last week due to heavy rains and floods.
“We have adjusted our schedule to make up for the hearings that could not proceed because of the inclement weather. We have a responsibility to thoroughly scrutinize the proposed national budget, but we also have a timetable to meet. We intend to do both,” the Nueva Ecija solon earlier said.
Suansing, Majority Leader Ilocos Norte 1st district Rep. Sandro Marcos and House Speaker Isabela 6th district Rep. Faustino "Bojie" Dy have vowed to observe all pro-transparency reforms that were implemented on the budget last year.
These include the Budget Amendments and Review Subcommittee (BARSc), which replaced the so-called "small committee"; and the livestreaming of the budget bicameral committee deliberations between the House and Senate.
"Masusi nating susuriin ang bawat bahagi ng panukala (We will carefully study every part of the proposal)," Speaker Dy said during the NEP turnover.
