House gets hands on record P7.2-trillion 2027 budget; eyes continued transparency

The House of Representatives under Speaker Faustino "Bojie" Dy III is looking to repeat the conduct of a transformative and transparent budget process this year, even as the flood control projects corruption scandal remains more than a memory to most Filipinos.
This, after the House fomally received the proposed 2027 National Expenditure Program (NEP) worth P7.2 trillion from Department of Budget and Management (DBM) Acting Secretary Kim Robert de Leon in a simple turnover ceremony on Tuesday, Aug. 11.
The biggest in history, the 2027 NEP serves as the basis for the General Appropriations Bill (GAB), or the House's legislated budget measure, for next year.
The GAB is expected to be filed by the House leadership following the initial hearings of the Committee on Appropriations on the NEP.
De Leon said the 2027 spending plan is 6 percent higher that the current P6.793 trillion General Appropriations Act (GAA), or the enacted national budget. 
Nueva Ecija 1st district Rep. Mikaela Angela "Mika" Suansing currently chairs the appropriations panel. She was also present Tuesday along with Majority Leader Ilocos Norte 1st district Rep. Sandro Marcos and Minority Leader 4Ps Party-list Rep. Marcelino "Nonoy" Libanan, and Senior Deputy Speaker South Cotabato 2nd district Rep. Ferdinand Hernandez.
"Masusi nating susuriin ang bawat bahagi ng panukala (We will carefully study every part of the proposal)," Speaker Dy said in his speech before receiving the NEP from the DBM chief.
The 2027 budget process will be the first to be fully carried out under the watchful eye of Dy.
The Isabela 6th district representative took over as Speaker on Sept. 17, 2025--roughly a month into the committee-level hearings of the 2026 NEP.
Sweeping reforms and pro-transparency measures were implemented during last year's budget process as it directly preceeded President Marcos' fourth State of the Nation Address (SONA), wherein he exposed the anomaly on "ghost" and substandard flood control projects.
These innovations include the formation of the Budget Amendments and Review Subcommittee (BARSc) and the livestreaming of the budget bicameral committee deliberations.
Rep. Marcos said at the start of the second regular session late last month that these innovations would continue for the 2027 budget process.
The passage of the GAB in the House and eventually, the Senate is considered the most important act of Congress every year.
Dy vowed to "keep the process open and transparent" this year.
"Ang budget ay pera ng taumbayan. May karapatan silang malaman kung saan ito mapupunta. Sisikapin po natin na maging mas bukas pa ang pagbubuo ng ating national budget," he said.
(The budget is the people’s money. They have the right to know where it will go. We will strive to make the crafting of our national budget even more open.)
SONA-guided budget
According to the Speaker, President Marcos emphasized in his July 27 SONA that every peso saved from waste, misuse, and corruption could be allocated to classrooms, hospitals, food, jobs, agriculture, and other services directly needed by Filipinos.
"Hindi sapat na sabihin kung magkano ang ginagastos. Dapat maipakita kung ano ang nagagawa ng bawat piso. Ang bawat piso ay dapat may katumbas na ainhawa para sa bawat Pilipino," Dy said.
(It is not enough to say how much is being spent. It must be shown what each peso accomplishes. Every peso must translate into relief for every Filipino.)
"lyan ang ating pananagutan: tiyaking ang pondo ay may malinaw na layunin, ang mga programa ay may tunay na pakinabang, at ang bawat desisyon ay may positibong epekto sa buhay ng mga Pilipino," the House leader further said.
(That is our responsibility: to ensure that funds have clear purpose, programs bring real benefits, and every decision has a positive impact on the lives of Filipinos.)
"Dala natin ang hamon ng Pangulo sa pagtatapos ng kanyang SONA: tapusin ang mga nasimulan at tuparin ang ating mga pangako sa sambayanan," he underscored.
