Speaker Faustino “Bojie” Dy III expressed confidence that the House of Representatives can pass even more of the administration’s priority measures as identified by the Legislative-Executive Development Advisory Council (LEDAC) before the end of the year.

This, as President Marcos's State of the Nation Address (SONA) on Monday, July 27 marks the start of the second regular session of the current 20th Congress. 

Dy, who represents the 6th district of Isabela, noted that many of the remaining measures were already in the advanced stages of the legislative process.

In a video statement, Dy shared that several priority bills are already moving through Congress, including the proposed Cybersecurity Act, which is scheduled for second reading, while eight other measures are awaiting action by the Committee on Appropriations or the Committee on Ways and Means.

“Marami sa natitirang priority bills ay nasa advanced stage na po ng ating legislative process,” Dy said.

(Many of the remaining priority bills are already at an advanced stage of our legislative process.)

“Kaya hinihiling po sana natin sa ating mga counterpart sa Senado, na tulungan tayong maisabatas na ang iba pang mga bills bago matapos ang taon,” he noted. The Philippine legislature operates under a bicameral system.

(That’s why we are asking our counterparts in the Senate to help us enact the other bills before the year ends.)

The Speaker said the House will continue prioritizing legislation that directly addresses the needs of ordinary Filipinos.

“Patuloy nating bibigyan ng prayoridad ang mga panukalang direktang makatutulong sa mga Pilipino at sisiguraduhin nating masusi at timely ang pagtalakay sa mga ito,” he said.

(We will continue to give priority to measures that directly help Filipinos and ensure that their deliberation is thorough and timely.)

Dy also emphasized the importance of close coordination with the executive branch, particularly the Presidential Legislative Liaison Office (PLLO), saying prompt agency feedback and the early submission of executive versions of proposed measures help speed up the legislative process.

“Ang aming layunin ay makapagpasa ng mga batas na may tunay na pakinabang at mararamdaman ng bawat Pilipino," said the House leader from Luzon.

(Our goal is to pass laws that bring genuine benefits and can be felt by every Filipino.)

As far as the 52 LEDAC bills are concerned, Dy says the House has already done some heavy lifting, as the chamber has passed half or 26 of these measures during the first regular session.

“Ipinapakita lamang nito na seryoso po ang Kamara sa pagpapatupad sa legislative agenda ng administrasyon," he said.

(This only shows that the House is serious in carrying out the administration’s legislative agenda.)

“Malayo na po ang ating narating. Sa first regular session pa lamang ng 20th Congress, naaprubahan na po ng Congress ang 26 sa 52 LEDAC priority measures. Kabilang po dito ang 15 sa 21 priority bills na tinarget maipasa bago matapos ang Hunyo 2026,” Dy said.

(We have already come a long way. In the first regular session of the 20th Congress, Congress approved 26 out of 52 LEDAC priority measures. This includes 15 of the 21 priority bills targeted for passage before the end of June 2026.)

Among the measures are the landmark Right to Information Act, the Anti-Political Dynasty Act, reforms to the Bank Deposits Secrecy Law, and the law resetting the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) parliamentary elections.

The Speaker, however, stressed that Congress would continue working to complete the remaining priority measures.

“Tuloy pa rin po ang trabaho. Hindi po tayo magpapahinga dahil marami pa tayong kailangang tapusin, at pursigido ang House na maipasa rin ang mga natitira pang LEDAC priority measures,” he said.

(The work continues. We will not rest because there is still much to be done, and the House is determined to pass the remaining LEDAC priority measures as well.)

Dy said the House remains committed to supporting the administration’s reform agenda by passing legislation that delivers concrete benefits to the Filipino people.
