The first ₱2,000 payout under the government’s Unified Package for Livelihood, Industry, Food, and Transport (UPLIFT) Assistance has started to be distributed manually to 2.5 million poor and near-poor households, but their next five monthly payments will be sent digitally, the Department of Social Welfare and Development (DSWD) said.
These households belong to Group 2 of the UPLIFT program and were identified through the 2024 Community-Based Monitoring System (CBMS) of the Philippine Statistics Authority (PSA).
The beneficiaries will receive ₱2,000 every month from July to December 2026, for a total of ₱12,000 each.
The first payout that started on July 20 is being distributed through manual onsite payments.
Starting August, DSWD will send the remaining five payouts through GCash or LandBank accounts.
DSWD Secretary Rex Gatchalian explained that beneficiaries will be called to assembly areas to receive the initial ₱2,000 assistance.
The first payout will also allow the agency to collect their payment account details for the succeeding digital payouts.
“Why are we doing it manually? Because we do not have records of their GCash or LandBank accounts. But after we give them the cash this week, we will ask for their GCash or LandBank account details, and they will enroll them so we can directly deposit the assistance for the succeeding months into their accounts,” Gatchalian said.
What beneficiaries need to prepare
DSWD Assistant Secretary and spokesperson Irene Dumlao urged beneficiaries to download and register with the eGov PH mobile application before going to their designated payout sites.
“This will greatly help speed up the enrollment of their chosen payment channel and prevent delays in receiving their succeeding assistance,” she said.
Those choosing LandBank should bring their ATM card or passbook showing the account holder’s name.
Those choosing GCash should have their registered account ready for verification.
DSWD personnel will be stationed at payout sites to help beneficiaries with verification, payment account enrollment, and receipt of the ₱2,000 assistance, Dumlao said.
“DSWD personnel are deployed at all payout sites to guide our beneficiaries through every process, from verification to the enrollment of their chosen payment account and receipt of the ₱2,000 UPLIFT Assistance. Our goal is to ensure that their experience in receiving the assistance is orderly, fast, and convenient,” she added.
Group 2 vs Groups 1 and 3
The DSWD is targeting a total of 7.5 million households for the UPLIFT Assistance, divided into
three groups.
Group 1 covers 3.5 million beneficiaries of the Pantawid Pamilyang Pilipino Program (4Ps) and Walang Gutom Program.
They will receive a one-time ₱2,000 assistance.
Group 2 covers 2.5 million poor and near-poor households identified through the 2024 CBMS who are not beneficiaries of 4Ps or Walang Gutom Program.
They will receive ₱2,000 every month for six months.
Group 3 covers 1.5 million qualified low-wage earners included in the 2024 CBMS.
They will also receive ₱2,000 every month for six months.
The UPLIFT Assistance is part of the government’s response to the impact of higher fuel prices brought about by geopolitical tensions in the Middle East.
