Who gets ₱2,000 once and who receives it for six months? DSWD explains UPLIFT cash aid distribution

Millions of Filipinos are set to receive cash assistance under the government's Unified Package for Livelihoods, Industry, Food, and Transport (UPLIFT) assistance program this week, but not all beneficiaries will receive the aid in the same way or for the same length of time.
To address public confusion, the Department of Social Welfare and Development (DSWD) released a set of frequently asked questions explaining who qualifies for the program, when payouts will begin, and how beneficiaries can claim the assistance.
The UPLIFT Assistance program is part of the government's response to rising fuel prices amid the energy emergency.
It aims to provide financial relief to vulnerable households and low income workers affected by higher fuel costs.
Under the program, beneficiaries are divided into three groups.
Those under the Pantawid Pamilyang Pilipino Program (4Ps) and the Walang Gutom Program will receive a one-time ₱2,000 cash assistance as they are already receiving regular government aid.
Meanwhile, poor and near-poor households outside the two programs, as well as qualified low-wage earners, will receive ₱2,000 every month for six months.
Here is how the DSWD will implement the program:
Group 1: 4Ps and Walang Gutom beneficiaries
DSWD said existing beneficiaries of the 4Ps and Walang Gutom Program already receive regular government assistance, making the UPLIFT payout an additional form of support during the energy emergency.
Walang Gutom beneficiaries will start receiving the assistance on July 20 during their scheduled food redemption activities, while 4Ps beneficiaries will begin receiving the cash aid on July 21.
For existing 4Ps beneficiaries, the assistance will be credited directly to their registered GCash or Land Bank of the Philippines accounts.
New 4Ps beneficiaries with existing account numbers will receive their assistance through over the counter payouts at designated LandBank branches.
Those without accounts have been advised to wait for further instructions.
Group 2: Poor and near-poor households
This group covers poor and near-poor households identified through the 2024 Community Based Monitoring System (CBMS) conducted by the Philippine Statistics Authority and the Department of Economy, Planning, and Development. Beneficiaries under the 4Ps and Walang Gutom Program are excluded.
Registration and manual payout will begin on July 20.
The first month's assistance will be distributed manually.
Beneficiaries will then choose whether to receive the remaining five monthly payouts through GCash or LandBank.
Group 3: Low-wage earners
The third group consists of workers with a Social Security System monthly salary credit of ₱20,000 and below who are also included in the 2024 CBMS.
Qualified beneficiaries will receive ₱2,000 monthly for six months, with the first crediting scheduled to begin during the week starting July 20.
DSWD said the cash assistance will be automatically credited to beneficiaries' enrolled SSS disbursement accounts, eliminating the need for manual verification.
The agency advised the public to monitor official announcements for detailed payout schedules and other implementation updates.
