Palace: Marcos to study request to authorize opening of box containing VP Sara's tax records

While no request has yet been made for President Marcos' written authorization to open the "green box" containing Vice President Sara Duterte's and her husband Manases Carpio's tax records, Malacañang said the President will study the request once it is submitted.
On Monday, July 13, Palace Press Officer and Communications Undersecretary Claire Castro said no request has been submitted to the President.
"So, kapag dumating na po ang kanilang hiling ito po ay aaralin at tingnan po natin kung ano ang magiging aksiyon ng Pangulo patungkol po diyan (Once their request is received, it will be reviewed, and we will see what action the President will take regarding the matter)," Castro said.
When asked about the President's opinion over opening the "green box," Castro did not give a direct response but stressed that all legitimate documents "can be considered important in presenting the truth" in the impeachment case against Duterte.
"Siguro sa mata naman ng tao hindi lang sa atin, hindi lang dito ngayon na nasa room ng press briefing alam naman natin kung gaano kahalaga ang mga dokumento na maaaring magpakita ng katotohanan sa mga issues na ito. So, lahat ng dokumento, lahat ng lehitimo na mga dokumento ay masasabi nating importante sa paglalahad ng katotohanan (I think, in the eyes of the public, not only those of us here in this press briefing room, we all understand how important these documents may be in revealing the truth about these issues. All documents, especially legitimate ones, can be considered important in presenting the truth)," she said.
The Palace spokesperson also maintained that the President will not interfere in whatever process is being undertaken by the Senate, saying "it is up to the Senate leadership to determine how they can expedite the proceedings."
'No evidence to support impeachment plan started 3 years ago'
Malacañang refuted claims by the Duterte camp that the impeachment case against the Vice President began three years ago.
Castro said there is no evidence to prove that the claim is true. She also questioned the alleged timeline, saying that if it was indeed a three-year plan, it could mean that it began when Duterte won the 2022 elections.
"Ibig sabihin pagkapanalo pa lang niya ng pagka-bise -presidente, pinaplano na ng Bise Presidenteng tumakbong presidente? Ganoon iyong lumalabas kasi pinagpaplanuhan na siya para hindi siya makatakbo (This means that right after she won the vice presidency, the Vice President was already planning to run for president? That is how it appears, because there are claims that this was being planned to prevent her from running)," Castro said.
"Pero kung alam pala nila na tatlong taon na ‘tong pinagpaplanuhan, kung totoo iyong kanyang sinasabi dahil wala tayong nakikitang anumang ebidensiya, kung totoo man ito, ‘di sana mas naging maingat sana ang Bise Presidente sa paggamit ng kanyang confidential funds (But if they already knew that this had been planned for three years—as she claims, although we have not seen any evidence to support it—then the Vice President should have been more careful in using her confidential funds)," Castro said.
The Palace mouthpiece further pointed out that if the Dutertes already knew the impeachment was happening, the Vice President should have been more diligent.
"Kung alam na nila ito, hindi ba dapat mas naging mas masipag ang Bise Presidente at hindi puro pangingibang-bansa at sana hindi na rin siya umalis at that time noong mayroong Bagyong Katrina at nanood ng concert ni Taylor Swift ‘di ba (If they already knew this was happening, shouldn't the Vice President have been more diligent? Instead of frequently traveling abroad, she should have been more present. She also should not have left at that time when Typhoon Katrina hit and attended a Taylor Swift concert, right?" Castro said.
Castro stressed that the impeachment case against the Vice President is not intended to prevent her from running for president in the next election, but is instead about transparency and accountability.
"But still, ang pinag-uusapan ngayon dito is it’s about transparency, accountability. May mga issues na dapat sagutin at hindi ito para hindi patakbuhin ang Bise Presidente (But still, the issue being discussed now is about transparency and accountability. There are matters that need to be answered, and this is not about preventing the Vice President from running)," Castro said.
'It'll be difficult for her to prove' operation Romanov
The Palace spokesperson believes that it will be difficult for Duterte to prove the death threats against her, noting that "Romanov" was first brought up by Davao City Mayor Baste Duterte in 2024.
"Kaya makikita natin kung bakit walang ebidensiyang lumalabas sa ngayon ang Bise Presidente patungkol sa grave threats o death threats na kanyang binanggit noong panahon na siya matatawag na nagmura at nagbanta sa Pangulo dahil malamang ay hindi niya rin alam na itatanong sa kanya ito. At doon palang sa kanyang sagot ay wala siyang… man lang binanggit patungkol sa siguradong… or kongkretong ebidensiya tungkol sa death threats (That is why we can see why the Vice President has not been able to present any evidence so far regarding the grave threats or death threats she mentioned, particularly the time when she allegedly cursed at and threatened the President. Perhaps she did not expect that she would be asked about it. Even in her response, she did not mention any definite or concrete evidence regarding the alleged death threats)," Castro said.
"So, with that, mahihirapan siyang i-prove ang death threats at huwag lang magri-resort to making up another documents (With that, it will be difficult for her to prove the existence of the death threats, unless she resorts to producing or creating another set of documents)," Castro added.
