The husband of Vice President Sara Duterte, Manases “Mans” Carpio, on Monday, May 4, strongly denied allegations that he was involved in P6.7 billion worth of bank transactions flagged by the Anti-Money Laundering Council (AMLC), calling the report a “fake and blatant lie.”
During a press briefing, Carpio’s legal counsel, lawyer Peter Paul Danao, said the figures presented during a House panel hearing were misleading, stressing that the amount cited was merely the sum of transaction values—not actual wealth.

“Atty. Carpio said that the P6 billion is fake and a lie. Wala siyang ganoong pera (He doesn’t have that kind of money). It is fake and a blatant lie—kumbaga sa Tagalog… Marites po ’yan, tsismis (in Tagalog, it’s just gossip),” Danao said.
“Dahil ang ginawa po ng AMLC, sinasabi nila transaction value, so yung total amount ng mga transaction, in-add nila (Because what the AMLC did was cite transaction value, meaning they added up the total amount of all transactions),” he added.
‘Bloated’ transaction figures
Danao explained that the AMLC presentation aggregated multiple transactions to reach the P6.7 billion total, which he described as “bloated” and not reflective of Carpio’s actual financial standing.
Another lawyer, Neil Abayon, echoed this position, warning against what he described as the “selective” application of the law during ongoing House proceedings linked to impeachment complaints against the vice president.
Rights concerns raised
Carpio’s camp also raised concerns about potential violations of privacy and due process, arguing that disclosing alleged bank records could set a dangerous precedent.
“Dagok po ito sa industriya ng bangko (This is a blow to the banking industry),” Danao said, noting that if the AMLC can access the bank records of a lawyer and the spouse of the vice president—one of the highest officials in the Philippines— “paano pa tayong mga mahirap (what more for ordinary citizens?).
The lawyers said such actions could undermine trust in the banking system and infringe on protections guaranteed under financial confidentiality laws.
Media cautioned on AMLC reports
The legal team also cautioned members of the media against citing AMLC reports, as such citations may violate provisions of Republic Act No. 9160, the Anti-Money Laundering Act, which penalize the unauthorized disclosure of confidential financial information.
Danao said journalists, editors, and publishers could face liability if they publish protected bank data, although he clarified that Carpio has no intention of filing cases against the press.
“Atty. Mans has not and has no intention of filing any case against the media because we know that you’re only doing your job, but we’re just trying to caution you,” Danao said.
“Medyo maghinay-hinay po tayo… kung hindi kami, baka yung iba (We are simply urging caution—if not us, perhaps others might),” he added.
Complaints filed vs officials
Last week, Carpio filed criminal complaints against Eli Remolona Jr., who also chairs the AMLC, as well as AMLC Executive Director Ronel Buenaventura and several lawmakers.
The complaints stem from the alleged public disclosure of his confidential bank records during an April 22 House hearing tied to impeachment complaints against Duterte. The respondents face accusations of violating the Anti-Money Laundering Act, the Bank Secrecy Law, and the Data Privacy Act.
During the hearing, Buenaventura reported that 33 suspicious transactions and 630 covered transactions involving Duterte and Carpio totaled P6.7 billion.
