CEBU CITY – An inmate was beaten up before he was found dead inside his cell at the Cebu City Jail in Barangay Kalunasan here.
Dr. Rene Cam, medico legal officer of the National Bureau of Investigation-Central Visayas (NBI), said rape suspect Fernando Prajes bore severe injuries in the thighs and other parts of the body.
Cam said that based on his examination, Prajes also suffered injuries in his arms, an indication that he tried to parry the blows.
The man’s testicles were also swollen, Cam said.
Prajes was accused of raping an 11-year-old girl in Barangay Kalunasan.
He was committed to the Cebu City Jail on March 25 after he was charged with statutory rape.
“The most severe injuries were in his legs. At the back of his thighs. It was like hazing when someone is hit by a paddle,” said Cam.
Prajes was found dead in his cell on April 26.
Cam added that it appeared that Prajes was not only beaten once. “The deceased was only in prison for only I think one month, but these injuries did not occur earlier. Meaning this could have happened almost every day,” Cam said.
According to the Cebu City Medical Center, the cause of death was cardiac arrest. Cam said the cardiac arrest had something to do with the blunt injuries that Prajes suffered.
The family of Prajes has sought assistance from the Commission on Human Rights-Central Visayas (CHR-7) which requested the NBI-7 to autopsy his body.
The Bureau of Jail Management and Penology-Central Visayas (BJMP-7) has assured that it will coordinate with the CHR-7 in the conduct of the investigation.
Jail Insp. Samuel Manas, chief of the Community Relations Service Section of BJMP-7, said necessary action will be taken against those who will be found responsible for the inmate’s death.
