CSC reminds gov't officials, employees: File SALN by April 30
The Civil Service Commission (CSC) on Tuesday, April 21, reminded all government officials and employees to file their Statement of Assets, Liabilities, and Net Worth (SALN) on or before April 30, in compliance with Republic Act No. 6713 or the Code of Conduct and Ethical Standards for Public Officials and Employees.
The CSC said the law requires all public officials and employees to submit a SALN containing a true, detailed, and sworn declaration of their assets, liabilities, net worth, and financial or business interests.
“All public officials and employees in national and local government, state universities and colleges, and government-owned or -controlled corporations (GOCCs), with or without original charters, must file the SALN,” the commission said.
However, the requirement does not cover those serving in an honorary capacity, as well as laborers and casual or temporary workers.
The CSC said SALNs must be filed within 30 days after assumption of office, on or before April 30 of every year thereafter (based on assets, liabilities, and net worth as of December 31 of the preceding year), and within 30 days after separation from government service.
It added that officials and employees who assume office within the current year are not required to file the SALN due on April 30 of the same year.
Under CSC Resolution No. 2500632, promulgated on June 25, 2025, or the Omnibus Rules on the SALN, declarants are required to use the prescribed 2025 SALN Form and may attach additional sheets when necessary.

The updated rules also allow digital filing and submission of SALNs, in line with efforts to streamline compliance procedures.
The CSC said each official or employee must submit three original copies of the SALN to their Human Resource Management Office (HRMO) or equivalent office.
Agencies are also allowed to make minor adjustments to the electronic format, provided that all required information is retained and all pages are duly signed or initialed by the declarant.
The CSC also reminded HRMO officers to submit consolidated SALN submissions to the appropriate repository agency on or before October 30 of each year.
