The Civil Service Commission (CSC) has issued the New Omnibus Rules on the Statement of Assets, Liabilities, and Net Worth (SALN), which will take effect starting 2026.
The updated rules consolidate and replace all previous guidelines since 2013 to simplify and standardize the filing, review, and access procedures across government agencies.
The CSC said the move is part of efforts to strengthen “integrity and transparency” in public service.
The new guidelines adopt provisions under CSC Resolution No. 2400263, which allow digital filing and submission of SALNs. This includes procedures for online oath-taking and electronic submission of forms to designated repository agencies.
The Omnibus Rules also specify the filing requirements upon assumption of office, annually thereafter, and upon separation from service.
They include clearer instructions for newly hired employees, retirees, and those who have resigned.
Other revisions include the removal of the spouse’s signature requirement and new provisions for filers in legally recognized multiple marriages.
According to the CSC, the updated rules aim to ensure a more consistent and efficient implementation of the SALN system across all government offices.
