The Department of Foreign Affairs (DFA) on Tuesday, April 14, noted a decline in repatriation requests from non-overseas Filipino workers (non-OFWs) following the recent ceasefire between the United States and Iran, signaling a temporary easing of tensions in the Middle East.
In its latest update, the DFA said Philippine Foreign Service Posts continue to closely monitor developments across the region, particularly in the United Arab Emirates (UAE), where geopolitical risks remain tied to energy routes and regional security.
UAE situation stabilizes, but economic risks persist
The DFA noted that authorities in the UAE reported on April 9 that air defense systems had not detected any ballistic missiles, cruise missiles, or unmanned aerial vehicles in the previous 24 hours, indicating a lull in immediate threats.
However, the DFA said economic uncertainties linger. Sultan Ahmed Al Jaber, CEO of the Abu Dhabi National Oil Company, described the Strait of Hormuz as effectively shut at one point, with around 230 loaded vessels stalled—raising concerns over global oil supply disruptions.
Dubai’s main stock index also dipped by 1.5 percent amid the uncertainty.
Despite these developments, the Philippine Consulate General in Dubai reported improved conditions for Filipino nationals. Repatriation requests from non-OFWs declined after the ceasefire announcement, suggesting reduced immediate risk perception among residents.
“Following the ceasefire announcement, repatriation requests from non-overseas Filipino workers (non-OFWs) declined,” the DFA said. “To date, the Philippine Consulate General in Dubai has facilitated the repatriation of 350 non-OFWs and continues to maintain full consular operations,” it added.
ASEAN calls for restraint, diplomacy after ceasefire
On April 13, DFA Secretary Ma. Theresa P. Lazaro, in her capacity as Chair of the ASEAN Foreign Ministers’ Meeting, convened the Second Special ASEAN Foreign Ministers’ Meeting to address the evolving crisis and its broader implications.
The meeting, held under the Association of Southeast Asian Nations (ASEAN), followed an earlier emergency session in March as tensions escalated in the Middle East.
ASEAN foreign ministers welcomed the ceasefire and the conditional reopening of the Strait of Hormuz, describing it as a critical window for diplomatic engagement.
Lazaro said member states collectively urged all parties to exercise maximum restraint and return to dialogue, emphasizing that diplomacy remains the only sustainable path to long-term peace and regional stability.
Energy, food security top ASEAN agenda
Beyond security concerns, Lazaro noted that ASEAN leaders highlighted the crisis’s ripple effects on energy supply chains and food security—key vulnerabilities for Southeast Asia.
Ministers agreed to intensify coordination across ASEAN’s political-security, economic, and socio-cultural pillars to ensure a unified and effective regional response.
Among the proposals discussed ahead of the 48th ASEAN Summit were strengthening supply chain resilience, enhancing regional consultation and information-sharing mechanisms, and establishing a dedicated crisis communication protocol.
Lazaro said these measures aim to ensure faster, coordinated responses and consistent public messaging during regional emergencies.
Philippines to host 48th ASEAN Summit in Cebu
In an online press conference on April 13, Lazaro said the Philippines, as ASEAN Chair, reaffirmed its commitment to regional solidarity and policy coordination in addressing cross-border challenges.
She added that the country will push through with hosting the 48th ASEAN Summit in Cebu in May 2026, which will be “very simple and austere.”
She also pointed out that leaders will prioritize energy security, food security, and the safety and welfare of ASEAN nationals during the summit.
The DFA emphasized that collective action remains essential as geopolitical tensions continue to test regional stability and economic resilience.
