Due to an urgent need to stabilize the country’s oil supply and curb escalating fuel prices, the Bureau of Customs (BOC) is bypassing standard procedures, directing all district collectors to fast-track processes related to the state’s emergency importations.
This follows the emergency mandate from the Department of Energy (DOE) to Philippine National Oil Co.-Exploration Corp. (PNOC-EC) to “import up to three million barrels of diesel fuel to augment local inventory.”
Commissioner Ariel F. Nepomuceno, through a memorandum issued on March 30, instructed all district collectors to “prioritize and fast-track the processing and issuance of all permits related to PNOC-EC’s emergency importations.”
Due to the “urgency of the situation,” the BOC is bypassing standard protocols, including the importer accreditation requirement for petroleum products, as outlined in Customs Administrative Order (CAO) No. 07-2022.
