Prime suspect in Sampaloc 'basag-kotse' case surrenders

The alleged leader of a “basag-kotse” group involved in a robbery on Maceda Street in Sampaloc, Manila, has surrendered to authorities, the city government announced on Tuesday, March 31.

The suspect, identified as John Devhon Meneses, turned himself in following an appeal from Francisco “Isko Moreno” Domagoso.
Earlier, two of his alleged accomplices, John Paul Flores and John Kerim Buan Torres, also surrendered and were presented to the mayor on Monday, March 30.
Reports said one of the suspects surrendered to a city official, while another went to the Manila Police District (MPD) Intelligence Division.
The suspects were linked to a reported “basag-kotse” incident in Sampaloc, where a vehicle was broken into and belongings stolen.

During his “Talk to the People” segment on Facebook, Domagoso warned individuals involved in crimes in the city to stop and surrender.
“Ako gusto ko magbago na kayo hangga’t nandito ako, mayor ako ng lungsod ng Maynila eh pipilitin namin kasama ang Manila Police District (MPD)… paiwasan kayong magtagumpay na gawin ang mamerwisyo ng kapwa sa lungsod ng Maynila (I want you to change while I am still here as mayor of Manila. Together with the Manila Police District, we will do everything to prevent you from succeeding in harming others in the city),’ he said. 
“Ngunit, kung halimbawa naman kung kayo ay sinuwerte makatakas sa krimeng inyong ginawa sa loob ng Maynila… hindi naman titigil ang city government na hanapin kayo… upang kayo'y panagutin sa inyong mga biktima o sa mata ng batas (But if you manage to escape the crime you committed in Manila, that will be your last moment of freedom because the city government will not stop looking for you until you are held accountable to your victims and under the law),” he added. 
The mayor also said one of the suspects surrendered through the help of a Manila councilor after the suspect’s mother sought assistance.
“Ako po pinipilit ko talaga patupad kung ano yun nasa batas at sila'y mabigyan ng pagkakataon harapin sa husgado… e nalulugod lang ako pagka sila'y sumusuko (I am really pushing to enforce what is in the law and give them the chance to face the court… and I am pleased when they choose to surrender),” Domagoso said.
