BI, Army ink agreement on intel sharing to enhance border security
The Bureau of Immigration (BI) and the Philippine Army (PA) have signed an agreement on exchange of intelligence information aimed at enhancing border security.
In a statement, the BI said that a memorandum of agreement (MOA) was signed by Immigration Commissioner Joel Anthony M. Viado and Philippine Army Chief Gen. Antonio G. Nafarrete.
The MOU provides closer coordination in intelligence exchange, operational planning, and law enforcement support, particularly in high-risk and remote areas where synchronized government response is critical, it said.
It also said that the agreement sets up “a structured framework for cooperation in addressing terrorism, transnational crime, human trafficking, and immigration-related violations.”
A joint coordination committee will be created to oversee policy alignment, operational directives, and collaborative programs, it added.
“The partnership also provides for the sharing of relevant data and security-related information, as well as the development of interoperable systems to enable real-time communication — while ensuring full compliance with existing privacy and confidentiality laws,” the BI said.
The MOU commits the PA and the BI to undertake joint capacity-building initiatives, including specialized training and workshops on border security, counterterrorism, intelligence analysis, investigative procedures, handling of foreign nationals involved in immigration violations, and the use of emerging technologies in surveillance and enforcement.
“Simulation exercises and coordinated field operations will also be conducted to strengthen operational readiness and inter-agency response,” the BI said.
On legal cases, “both agencies agreed to jointly develop standard operating procedures and support case build-ups involving foreign nationals suspected of activities inimical to national security and public safety,” it also said.
It added that the BI will take the lead on immigration-related legal processes, while both institutions will extend technical and documentary assistance in the prosecution of cases.
