Palace reiterates EDSA Busway is for mass transit amid carpool debate

Malacañang reiterated that the EDSA Busway remains intended for commuters and mass transport, as it addressed renewed discussion on a proposal to allow high-occupancy private vehicles to use the dedicated lane.
Presidential Communications Office (PCO) Undersecretary Claire Castro said there is no policy conflict between the Metropolitan Manila Development Authority (MMDA) and the Department of Transportation (DOTr) on the matter.
In a press briefing on Friday, Jan. 30, Castro underscored that the function of the EDSA Busway has always been clear and commuter-focused.
“Maliwanag naman po kung para saan ang EDSA Busway (It is clear what the EDSA Busway is for),” she said.
She added that any policy shift must remain aligned with the President’s directive to prioritize mass transit and public commuters.
No clash between MMDA, DOTr
Castro said Malacañang has already spoken with MMDA Chairman Don Artes to clarify reports of differing views among transport agencies.
“Wala pong opposing views between MMDA and DOTr (There are no opposing views between the MMDA and the DOTr),” she said.
She explained that remarks about possibly allowing private vehicles with many passengers were only personal suggestions and not an official MMDA position.
According to Castro, the proposal to allow carpools on the EDSA Busway was merely a suggestion raised by an individual official.
“Isa lamang opinyon o suggestion mismo ni GM (general manager) Nick Torre pero hindi po ito ang kabuuang opinyon o isinasuggest ng MMDA (It was only an opinion or suggestion of GM Nick Torre and not the official or collective position of the MMDA),” she said.
Castro said the Palace recognizes that the suggestion may be worth studying, but emphasized that it does not alter existing policy.
She added that President Marcos will only act on the issue after receiving the results of MMDA’s ongoing study.
“Ibigay po muna nila kung ano iyong inaral nila saka po magdedesisyon ang Pangulo (Let them first submit what they have studied, and then the President will decide),” Castro said, noting that until then, the EDSA Busway remains reserved for buses serving the commuting public.
