DOLE rolls out full protection for workers after Binaliw landfill collapse

The Department of Labor and Employment (DOLE) has activated its full worker protection and compensation system to provide immediate and long-term support to victims and bereaved families of the deadly Binaliw landfill collapse in Cebu City as rescue operations concluded.
Under the Employees’ Compensation (EC) Program, qualified families of deceased workers are entitled to death pensions, funeral benefits, and immediate cash assistance.
Injured workers may also avail themselves of sickness or disability benefits, including reimbursement of medical expenses.
Employees’ Compensation Commission (ECC) Executive Director lawyer Kaima Via Velasquez said the Commission is closely coordinating with DOLE Central Visayas, the Social Security System (SSS), and landfill operator Prime Waste Solutions Cebu to fast-track claims.
“We have instructed our regional officer in Cebu to prioritize these cases and extend all possible assistance to the affected workers and their families,” Velasquez said.
DOLE Central Visayas reported it has been monitoring the incident from the start, holding coordination meetings with officials of the landfill owner and the SSS even while rescue operations were ongoing.
Regional Director Roy L. Buenafe said Prime Waste Solutions Cebu has committed to settling all outstanding claims of victims and affected workers.
He added that inspections of the landfill were temporarily paused during the initial days to give way to rescue operations led by the Bureau of Fire Protection (BFP) Region VII.
Beyond employees’ compensation, DOLE said it will provide livelihood support and emergency employment through the DOLE Integrated Livelihood Program (DILP) and the Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced Workers (TUPAD) Program.
