DOJ starts probe on sedition, inciting to sedition charges filed in Sept. 21, 2025 'Manila riots'
A panel of prosecutors of the Department of Justice (DOJ) has started the preliminary investigation of the sedition and inciting to sedition charges filed against more than 90 persons reportedly involved in the “Manila riots” during the anti-corruption rallies on Sept. 21, 2025.
Lawyer Katherine Panguban of the National Union of People’s Lawyers (NUPL) said a number of those facing charges before the panel filed on Wednesday, Jan. 28, their respective counter-affidavits in response to the charges lodged by the Philippine National Police-Criminal Investigation and Detection Group (PNP-CIDG).
“’Yun ang nire-raise namin na walang seditious doon sa ginawa nila (That is what we are raising that there was nothing seditious about what the respondents did),” Panguban told journalists after the filing of the affidavits.
She said the charges that underwent preliminary investigation involved those arrested along Ayala Bridge.
She added that another panel of prosecutors is set to hold a preliminary investigation on Thursday, Jan. 29, on similar complaints against another group of respondents.
