PCO: Marcos respects impeachment process, vows governance will continue

Malacañang said President Marcos respects the filing of an impeachment complaint against him at the House of Representatives, stressing that such action is part of the democratic process under the Constitution.
In a statement on Monday, Jan. 19, the Presidential Communications Office (PCO) said it recognizes the right of individuals or groups to file complaints and expressed confidence that Congress, as a coequal branch of government, will act with “honesty, integrity, and fidelity to the rule of law.”
The PCO said President Marcos “fully upholds the Constitution” and remains confident in the strength of the country’s democratic institutions despite the complaint filed against him.

The PCO underscored that while constitutional processes are underway, the President will continue to discharge his duties and ensure that government operations remain uninterrupted.
“Public services remain uninterrupted, and the work of government stays focused on improving the lives of our people,” it said.
The PCO added that the administration remains committed to stability, accountability, and good governance amid the political development.
“Our institutions are strong, our processes are clear, and the administration remains committed to the betterment of every Filipino,” the Palace said.
The impeachment complaint seeks Marcos' removal from office for "compromising national sovereignty and constitutional order" after the President supposedly enabled the arrest of former president Rodrigo Duterte on an International Criminal Court warrant.
Other key reasons were issues surrounding Marcos' alleged drug use, the flood control scandal, and the national budget.

‘No basis, recycled claims’

In a press briefing, PCO Undersecretary Claire Castro said allegations cited in the impeachment complaint filed against President Marcos have “no basis,” stressing that the issues raised are recycled claims that have long been addressed by the administration.
While the Palace could not issue a detailed response, as it has yet to receive a copy of the actual impeachment complaint filed at the House of Representatives, Castro told reporters that the case has no basis.
“Base lamang po sa inyong sinabi, ay masasabi natin ito ay walang basehan sa ngayon po (Based only on what you mentioned, we can say that these have no basis at this time),” she said.
She added that the issues raised — including claims of kidnapping, drug use, alleged kickbacks, budget matters, and the creation of the Independent Commission for Infrastructure (ICI) — were matters already explained by the administration.
“Itong mga issue po na ito ay matagal na po nating nasagot. Matagal na po natin itong naipaliwanag (These issues have long been answered and explained),” Castro said.
“But still, we have to have a copy of the said impeachment complaint to give an intelligent response to that,” she added, noting that the Palace needs to see the contents of the impeachment complaint before issuing a point-by-point response.
Despite this, Castro reiterated that even before the filing of the impeachment complaint, President Marcos had already made clear his position on such processes.
“Ang Pangulo po ay irerespeto ang Konstitusyon, irerespeto ang due process (The President will respect the Constitution and due process),” she said.
“Ang lahat po ng naging trabaho ng Pangulo ay naaayon sa batas at naaayon sa Konstitusyon (All the President’s actions have been in accordance with the law and the Constitution),” she added.
Asked whether Congress has the numbers to impeach the President, Castro said Marcos trusts lawmakers to act according to conscience and the law.
“Naniniwala po ang Pangulo na ang mga mambabatas ay gagamit ng kanilang pag-iisip, kanilang puso, at sila ay kikilos naaayon sa batas (The President believes lawmakers will use their minds and hearts and act in accordance with the law),” she said.
