BI arrests Chinese national charged with estafa before Pasay City RTC
A Chinese national, who has a warrant of arrest issued by the Pasay City regional trial court (RTC) for estafa, has been apprehended by the Bureau of Immigration upon his arrival from Hong Kong last Jan. 11.
The BI identified the accused as 49-year-old Xiao Chaoying who also has a Red Notice issued by the International Criminal Police Organization (Interpol).
Xia has been turned over to the National Bureau of Investigation (NBI), the BI said.
It also said that Xiao’s arrest order was issued by the Pasay City RTC in February 2025 for alleged violation of Article 315, paragraph 2(d), of the Revised Penal Code, on incidents that occurred in May 2023.
It added that Xiao “acting in conspiracy with others, defrauded a private complainant by issuing postdated checks despite knowledge of insufficient funds, resulting in an alleged financial loss of approximately P30 million.”
