Everyone is eligible to avail of the much-awaited P20 per kilo of rice in Cebu starting on May 1, Malacañang said.

Palace Press Officer and Communications Undersecretary Claire Castro said the cheaper rice is not only limited to the vulnerable sector.
"Hindi lamang po vulnerable sectors ang makikinabang... Bukas po, lahat ay puwede pong mag-avail sa Kadiwa stores sa Cebu (Not only the vulnerable sectors would benefit...Tomorrow, everyone can avail from Kadiwa stores in Cebu)," Castro said.
"Hindi po pili, kung hindi lahat po ng maaaring mag-avail po nito ay allowed po; hindi po ito limited lamang sa vulnerable sector (This is not limited, everyone is allowed to avail, this is not limited to the vulnerable sector)," she added.
The Palace official said the Department of Agriculture (DA) has applied for an exemption from the Commission on Election (Comelec) to allow the implementation of the program amid the 10-day spending ban.
Castro said the government will abide with the Comelec if it will not issue an exemption from May 2 to 12.
"Kung iyon po ang magiging panukala at polisiya po ni Comelec chair, tayo naman po ay tutugon (If that will be the recommendation and the policy of Comelec chair, we will abide by it)," Castro said.
