A Japanese "fugitive" who is suspected to be a member of the notorious “Luffy” crime group reportedly based in Japan has been arrested by the Bureau of Immigration (BI) in Pampanga.
In its statement on Friday, March 21, the BI identified the "fugitive" as Odaira Kai, 31, who was arrested by operatives of the bureau’s Fugitive Search Unit (BI-FSU) at his condominium unit in San Fernando City, Pampanga.
“Odaira was arrested by the FSU on the strength of a mission order that Commissioner Joel Anthony Viado issued at the request of the Japanese government which reported his presence in the country,” said the BI.
Citing information from Japanese authorities, the bureau said “Kai and his accomplices stole ATM cards by impersonating law enforcers in order to deceive an aging victim into surrendering his bank cards under the pretext of police investigation.”
“Over 4 million yen in cash, equivalent to about $27,000, was reportedly stolen from the victim through unauthorized withdrawals using the said stolen cards,” it also said.
A number of suspected “Luffy” gang members have been arrested and deported by the BI.
Among those who were arrested last year were Takayuki Kagashima, Sawada Masaya, Ueda Koji, Sjuzuki Seiji, Kiyohara Jun, and Nagaura Hiroki, all of whom are wanted in Japan, it added.
