DepEd, PEAC develop 3-year plan to boost public-private education partnership


The Department of Education (DepEd), in collaboration with the Private Education Assistance Committee (PEAC), is developing a three-year strategic plan to strengthen public-private partnerships in education.

In a statement, DepEd said the action plan for public-private complementarity aims to “address persistent challenges” and implement the administration’s 5-Point Reform Agenda.

This initiative, DepEd said, aligns with President Marcos’ directive to strengthen collaboration with the private sector.

DepEd Secretary Sonny Angara said the agency is working closely with private education stakeholders through the Public-Private Complementarity Framework.

This initiative is part of DepEd’s efforts to enhance the delivery of quality education, expand access to learning opportunities, and foster greater collaboration between public and private educational institutions.

DepEd added that this plan builds on a recent workshop focused on operationalizing the Public-Private Complementarity Framework, which aims to address long-standing challenges in education, including overcrowding and teaching quality.

“As you all know, DepEd faces persistent challenges, but we continue to collaborate with our private partners to bring our projects to life and transform our education system,” Angara said.

FAPSA Convention

DepEd recently hosted private school leaders for the 27th National Convention and the annual Federation of Associations of Private Schools and Administrators (FAPSA) Haligi ng Karunungan Awards.

The event focused on the future of private education institutions and emphasized the integration of public-private school complementarity.

During the FAPSA Convention, Angara acknowledged the vital contributions of private schools to basic education and reaffirmed DepEd’s commitment to collaborating with them to improve policies and programs.

Angara noted that President Marcos recognizes the critical role of the private sector in nation-building. “His administration is pushing for stronger public-private collaboration, not just in business, but in education,” he added.

SHS VP

Additionally, the Private Education Assistance Committee (PEAC) and the Coordinating Council of Private Educational Associations (COCOPEA) expressed their support for DepEd’s investigation into reports of ghost students in the Senior High School Voucher Program (SHS VP), allegedly involving 12 private schools across nine divisions.

PEAC reaffirmed its “unwavering commitment to the proper implementation of subsidy programs.”

“Together, we will continue working towards a transparent, fair, and effective voucher program that truly serves the needs of Filipino learners,” PEAC said.

According to PEAC, the SHS VP has served approximately 6.1 million students since its launch nine years ago and has benefited 1,287,144 learners enrolled in 4,421 private senior high schools nationwide for the 2024-2025 school year alone.

Last year, DepEd engaged private sector partners to mobilize support for priority initiatives, including preparations for upcoming international assessments and improvements to the SHS Work Immersion Program.

A total of 37 private schools have been selected to participate in international assessments.

With support from both private and public stakeholders, Angara aims to improve assessment performance and maintain consistent, high-quality outcomes across all participating institutions.
