Another P71.37-M in cash turned over to DOJ as part of 'kickbacks' in Bulacan flood control project
Another P71.37 million in cash was turned over to the Department of Justice (DOJ) on Friday, Dec. 19, by Department of Public Works and Highways’ (DPWH) former Bulacan district engineer Henry Alcantara.
The money was part of the alleged P300 million in “kickbacks” Alcantara reportedly received from anomalous flood control projects in Bulacan.
The turnover of the P71.37 million to DOJ Acting Secretary Fredderik A. Vida brought to P221.37 million, the total amount of money in cash returned by those implicated in the flood control anomalies.
Alcantara turned over to the DOJ P110 million last Nov. 28.
Last Dec. 16, another P40 million in cash was turned over to the DOJ by DPWH Regional Director Gerard P. Opulencia, the former head of the DPWH National Capital Region (NCR) but who is now on a floating status.
Vida said the P40 million was part of the P150 million that Opulencia agreed to return in exchange for his acceptance as a state witness in the flood control cases.
Also present during the turnover of the money were officials of the Independent Commission for Infrastructure (IC) led by Chairman Andres Reyes Jr. as well as officials from the DOJ, Anti-Money Laundering Council (AMLC), and the Bureau of Treasury.
During the press conference, Vida said he told Alcantara that since he (Alcantara) wants to help the government, “reveal everything you know.”
He also said he told Alcantara that since the money was not legally obtained, “it is the right of the government to demand that the money be returned.”
Prosecutor General Richard Anthony D. Fadullon said “Henry Alcantara has been provisionally admitted to the witness protection program.”
“Whenever a witness is processed, halimbawa natanggap sa Witness Protection Program, sila ay naglalahad ng kanilang salaysay dito sa krimen na kanilang kinasasangkutan. At kung, halimbawa sa takbo ng imbestigasyon sa pagtatanong ng Department o ng WPP, malaman kung ano itong mga proyekto na ito inaalam din namin kung magkano ang naging bahagi o magkano ang porsyento o magkano nakuha nila rito. ‘Yun po ang pinagbabasihan nung kanilang dapat isoli (Whenever a witness is accepted to the Witness Protection Program, they reveal what they know about the crime they are involved in. And, if for example during the course of the investigation, it was found how much they got from a project, that’s the basis of how much they should return),” Fadullon explained.
