Marcos appoints Ringpis-Liban as new CTA presiding justice

President Marcos has appointed Associate Justice Ma. Belen Ringpis-Liban as the new Presiding Justice of the Court of Tax Appeals (CTA), effective Dec. 17, 2025, Malacañang announced.
In a statement on Wednesday evening, Dec. 17, Presidential Communications Office Undersecretary Claire Castro said the appointment reflects the President’s “commitment to upholding the rule of law and strengthening judicial institutions through principled and capable leadership.”
She added that Justice Ringpis-Liban is expected to lead the CTA with independence, professionalism, and fidelity to the Constitution, particularly in ensuring the fair and timely resolution of tax cases vital to public trust and economic stability.
The CTA plays a central role in resolving disputes involving taxes, customs duties, and other revenue-related cases, which are critical to government fiscal stability and investor confidence.
Career spanning three decades
Justice Ringpis-Liban brings more than three decades of legal and judicial experience to the CTA, having been appointed Associate Justice of the tax court following a long career in both the judiciary and public service.
Before joining the CTA, she served for 17 years as a Regional Trial Court judge in Malolos and Quezon City, where she handled a wide range of civil and criminal cases.
Her earlier career included stints as Solicitor at the Office of the Solicitor General, Confidential Attorney at the Court of Appeals, Legal Assistant at the Philippine National Construction Corporation, and Legal Associate at the law firm of Puruganan, Ongkiko & Chato.
Justice Ringpis-Liban earned her Bachelor of Laws degree from the University of the Philippines College of Law and holds a Bachelor of Arts in Economics from the University of Santo Tomas.
A product of the public school system, she completed her basic education at Project 6 Elementary School and Ramon Magsaysay (Cubao) High School.
She has also been actively involved in judicial reform and professional development, having held key leadership positions in the Philippine Judges Association and the Philippine Women Judges Association, and representing the country in international judicial forums.
