BuCor denies Alice Guo's request for extended stay at CIW's quarantine area
The Bureau of Corrections (BuCor) has denied the request of persons deprived of liberty (PDLs) Alice L. Guo and two others for an extended stay at the quarantine area of the Correctional Institution for Women (CIW) in Mandaluyong City.
BuCor Director General Gregorio Pio Catapang Jr. said he has instructed CT/Supt. Marjorie Ann Sanidad, CIW head, to transfer Guo along with PDLs Jaimielyn Cruz and Rachelle Joan Carreon to the prison facility’s regular dormitory of the Reception and Diagnostic Center (RDC).
Denied was the request of Guo, Cruz and Carreon to be allowed to stay for 55 more days at the quarantine area of the RDC.
They were turned over to the CIW last Dec. 6 after Pasig Regional Trial Court (RTC) Branch 167 promulgated a decision that found them guilty of qualified trafficking in persons and other trafficking-related offenses in connection with the criminal activities of a Philippine offshore gaming operator (POGO) in Bamban, Tarlac.
Under BuCor regulations, newly transferred PDLs will be initially staying at the quarantine area of the RDC for five days. In the case of Guo, Cruz, and Carreon, their stay will end on Thursday, Dec. 11.
Catapang said that at the RDC’s regular dormitory, the three women will undergo for 55 days the mandatory orientation, diagnostic and classification in accordance with the established procedures and protocols.
“As newly committed PDLs, the 55-day assessment period following the five-day quarantine is very important to help determine their psychological and physical needs, as this information will be used by the institution to create an individualized treatment plan or program,” he said.
He also said the RDC provides orientation programs and educational sessions aimed at helping new PDLs adjust to the correctional environment while understanding their rights and the facility’s rules.
