Manager of Discaya-owned St. Timothy Construction surrenders to Pasig police
Members of the environmental group Kalikasan storm the St. Gerrard Construction office owned by the Discaya family in Pasig City on Thursday, September 4, 2025. The protesters hurled mud at the property, symbolizing the burden carried by flood victims due to failed flood-control projects. They also spray-painted the words “Magnanakaw” and “Korap” on the office walls and gate to express anger over alleged corruption in flood-control contracts awarded to the Discaya family’s companies. Roma Rimando, manager of St. Timothy Construction Corporation, a company owned by contractors Sarah and Curlee Discaya, surrendered to Pasig City police on Monday night, lawyer Cornelio Samaniego III, the couple's spokesperson, said on Tuesday, Dec. 9.
In a television interview, Samaniego added that Rimando also surrendered her passport to show that she has no intention of evading the cases she is facing.
On Dec. 5, the Office of the Ombudsman filed non-bailable malversation and graft charges against Rimando, Sarah Discaya, and eight officials of the Department of Public Works and Highways (DPWH) Davao Occidental District Engineering Office in connection with a P96.5-million “ghost” infrastructure project in 2022.
Meanwhile, Samaniego also confirmed that Discaya voluntarily surrendered to the National Bureau of Investigation (NBI) on Tuesday morning, in anticipation of an arrest order that may be issued by the court against her and her co-accused.
“Wala s’yang tinatago (She has nothing to hide),” Samaniego said when asked why Discaya decided to surrender, noting that Discaya was accompanied by her lawyer when she went to the NBI headquarters in Pasay City.
Sarah turned herself in after President Marcos said that she could be arrested this week once an arrest warrant is issued against her.

The Ombudsman said the accused conspired to facilitate the release of P96.5 million for the supposed construction of a revetment project in Barangay Culaman, Jose Abad Santos, Davao Occidental.
However, official inspections and witness accounts showed that the project was never implemented and there was no actual construction, yet the accused still certified it as completed.
