Sarah Discaya may be arrested this week, following the expected issuance of a warrant of arrest against her over a "ghost" flood control project, President Marcos said.

In a video report, Marcos announced that the arrest warrant against Discaya is expected to be out this week, and will soon be arrested.

"Inaasahan na rin nating lalabas ang warrant of arrest ni Sarah Discaya itong linggong ito at hindi na rin magtatagal ang pag arresto sa kanya (We are also expecting the warrant of arrest against Sarah Discaya will be issued this week and her arrest will not take long)," Marcos said in his video report on Tuesday, Dec. 9.

The President also announced that eight employees of the Department of Public Works and Highways (DPWH) in Davao Occidental have expressed intent to surrender.

"Meron ding walong taga DPWH sa Davao Occidental na nagpadala ng sulat na sila ay mag susurender sa NBI (National Bureau of Investigation) dahil sa hinaharap nilang kaso (There are also eight personnel from the DPWH in Davao Occidental who sent a letter stating that they will surrender to the NBI because of the case they are facing)," Marcos said.

According to Marcos, bank accounts, properties, and aircrafts connected to anomalous flood control projects have been frozen.

The Chief Executive said the freeze order issued by the Court of Appeals covers the accounts and properties of Silverwolves Construction Corp. and Sky Yard Aviation Corp.

"Naglabas na ang Court of Appeals ng freeze order laban sa mga bank account, ari-arian, at sasakyang panghimpapawid na may kaugnayan sa mga ma anomalyang flood control projects na iniimbestigahan ngayon ng gobyerno (The Court of Appeals has issued a freeze order against the bank accounts, properties, and aircraft connected to the irregular flood control projects currently being investigated by the government)," Marcos said.

"Sakop ng freeze order ang mga account at ari-arian ng Silverwolves Construction Corporation at Sky Yard Aviation Corporation, pati na rin ang mga personal account at assets ng mga indibidwal na sangkot sa imbestigasyon — kabilang sina Congressman Eric Yap at Edvic Yap (The freeze order covers the accounts and assets of Silverwolves Construction Corporation and Sky Yard Aviation Corporation, as well as the personal accounts and properties of individuals involved in the investigation — including Congressman Eric Yap and Edvic Yap)," Marcos bared.

The President said more than P16 billion went to the  transactions of Silverwolves from 2022 to 2025, most of which were related to flood control projects.

"May mahigit ₱16 bilyon na ang pumasok sa mga transaksyon ng Silverwolves mula 2022 hanggang 2025, na karamihan ay may kaugnayan sa mga flood control projects ng DPWH (More than ₱16 billion went to Silverwolves’ transactions from 2022 to 2025, most of which are related to the DPWH’s flood control projects)," Marcos said.

He also reported that by far, 280 bank accounts have been frozen, along with 22 insurance policies, three securities accounts, and eight aircraft, including airplanes and helicopters connected to Sky Yard Aviation.

Marcos stressed the need to freeze the assets to prevent them from being sold which could also hinder the government from recovering the suspected stolen public funds.

"Kailangan natin ang mga freeze order na ito para hindi maibenta ang mga ari arian at para maibalik natin sa ating mga kababayan ang bawat pisong pinaghihinalaang ninakaw (We need these freeze orders so that the properties cannot be sold and so we can return to our people every peso suspected to have been stolen)," Marcos said.
