Angara welcomes support from education champions, vows to continue reforms at DepEd

The Department of Education (DepEd) on Wednesday, December 3, welcomed strong support from the country’s major private school associations during the Philippine Education Conference (PhilEd) 2025, emphasizing the crucial role of private schools in advancing nationwide education reforms.
Speaking to over 3,500 education leaders at the biennial event organized by the Private Education Assistance Committee (PEAC), Secretary Sonny Angara acknowledged backing from the Coordinating Council of Private Educational Associations (COCOPEA), Association of Christian Schools, Colleges, and Universities (ACSCU), Catholic Educational Association of the Philippines (CEAP), Philippine Association of Colleges and Universities (PACU), Philippine Association of Private Schools, Colleges, and Universities (PAPSCU), Unified TVET of the Philippines (UniTVET), Federation of Associations of Private School Administrators (FAPSA), and the National Alliance of Private Schools Philippines (NAPSPHIL).

In a joint statement, the groups lauded DepEd for its leadership in pushing key reforms and highlighted the Senate’s approval of the department’s P1.044-trillion 2026 budget as a “landmark investment in the future of Filipino learners.”
“Kung gusto nating mas mapabilis ang pag-asenso ng ating mga bata, kailangan natin ang lakas ng private schools, mula sa teacher training hanggang sa pagpapatakbo ng ating voucher programs (If we want to accelerate the progress of our children, we need the strength of private schools—from teacher training to the implementation of our voucher programs),” Angara said.
“Katuwang namin kayo sa paghatid ng kalidad na edukasyon saanmang panig ng bansa (You are our partners in delivering quality education in every part of the country),” he added.
2026 budget, private schools support
In his speech, Angara noted that the 2026 budget aims to expand support for students in private schools through the Education Service Contracting (ESC) and Senior High School Voucher Program (SHSVP), benefiting over 2.5 million learners nationwide.
Additionally, the Teachers’ Salary Subsidy (TSS) will increase to PhP24,000, complemented by extensive in-service training co-implemented with PEAC to enhance teaching quality and school operations.

Angara also highlighted DepEd’s public-private complementarity framework under DepEd Order No. 6, s. 2024, which formalizes shared roles between sectors—from easing classroom congestion to coordinating curriculum pathways and sharing facilities.
Idle or closed private school campuses are being leased as temporary classrooms in high-need areas to address classroom shortages faster than conventional construction.
The PhilEd Conference continues to serve as a key platform for aligning reforms, practices, and policies across the education sector. Angara emphasized that private sector cooperation is vital for successful reform implementation, including the modernization of the voucher law and institutionalizing public-private complementarity.

“Ang pinakamahalaga sa lahat: hindi namin kayang itaguyod ang reporma nang mag-isa (Most important of all: we cannot carry out reforms alone),” Angara said. “Kapag matatag ang pribadong sektor, mas malakas ang buong sistema ng edukasyon (When the private sector is strong, the entire education system becomes stronger),” he added.
