Philippine education reforms, future-ready learning highlighted at PhilEd 2025 conference

Educators, policymakers, and education advocates from across the country convened at the 2025 Philippine Education Conference (PhilEd 2025) on Wednesday, December 3, to discuss pressing education issues, gain insights from national and international experts, and strengthen collaboration between the public and private education sectors.

With the theme “Changing the Narrative of Philippine Education by Making Reforms Work,” the two-day event—held at the SMX Convention Center Manila in Pasay City—was organized by the Private Education Assistance Committee (PEAC).
This biennial national conference is one of the country’s largest gatherings of education leaders, drawing more than 3,500 participants since 2013.
PEAC, trustee of the Fund for Assistance to Private Education (FAPE), administers financial assistance programs, teacher training, and policy advocacy in partnership with the Department of Education (DepEd). Through these efforts, PEAC strengthens private education and promotes collaboration with the public school system.
Focus on inclusive reforms and future-ready learning
PhilEd 2025 features a comprehensive program of plenaries, lectures, and concurrent sessions covering crucial topics such as inclusive education partnerships, workforce development, emerging classroom technologies, pathways and equivalencies, quality assurance, and education governance and financing.
Participants are expected to gain actionable strategies and practical tools to improve learning outcomes, making the conference a key venue for stakeholders pushing reforms and innovations across Philippine schools.
The conference brought together key leaders from government agencies, educational institutions, and private organizations.
From DepEd, Secretary Sonny Angara and Undersecretary Ronald U. Mendoza of Strategic Management were in attendance.
In his speech, Angara presented key reforms at DepEd, which he said “are reforms that are bearing fruit because of our shared efforts.”
He also highlighted DepEd’s five-point reform agenda focusing on higher-performing teachers delivering quality instruction; healthy and safe learners with protected physical and mental well-being; efficient governance and strong school support systems; high-quality education that meets global standards; and empowered and employable Filipinos ready for lifelong success.
The Department of Economy, Planning, and Development (DEPDev) was represented by Secretary Arsenio M. Balisacan, PhD, while the Technical Education and Skills Development Authority (TESDA) was represented by Hon. Jose Francisco “Kiko” B. Benitez, PhD.
EDCOM 2 was represented by Executive Director Karol Mark Yee and Co-Chairperson Hon. Jude A. Acidre. The Private Education Assistance Committee (PEAC) was represented by Executive Director Rhodora Angel Fernandez Ferrer, PhD, and member Fr. Karel S. San Juan, S.J. COCOPEA was represented by Chairperson Dr. Betty McCann, also a PEAC member.
From the National University of Singapore, Dr. Adrian Kuah, Director of the Futures Office, joined the discussions. Higher education associations were likewise represented by Dr. Tirso A. Ronquillo, President of PASUC, and Dr. Vicente K. Fabella, Board Member of PACU.
These leaders discussed national education reforms, agency initiatives, and collaborative strategies aimed at building a responsive and future-ready education system.
Beyond lectures and plenaries, PhilEd 2025 also serves as a vital networking venue, enabling educators, school leaders, and policymakers to exchange best practices and explore partnerships that strengthen both private and public education sectors.
