IBP-QC agrees to help BuCor in processing documents for PDLs' release
The Quezon City Chapter of the Integrated Bar of the Philippines (IBP) has agreed to help the Bureau of Corrections (BuCor) in the processing of documents of persons deprived of liberty (PDLs) for their eventual release.
In a statement, the BuCor said the joint collaboration was contained in a memorandum of agreement (MOA) signed on Tuesday, Dec. 2, by Director General Gregorio Pio P. Catapang Jr. and IBP Quezon City Chapter President Rowell D. Ilagan.
“The initiative focuses on streamlining the processing of PDLs, with BuCor receiving critical support in accurately calculating time served, securing necessary release documents, and facilitating access to alternative modes of release,” Catapang said.
He said that with the BuCor responsible for the custody and rehabilitation of national offenders across its seven operating prison and penal farms and the IBP-QC with membership of over 13,000 legal professionals, “this partnership promises to bring substantial manpower and expertise to the forefront of reforming the penal system.”
Catapang noted that the MOA aligns with the broader efforts spearheaded by President Marcos and the Supreme Court (SC) to address the urgent issue of overcrowding within penitentiaries.
Thus, he said, the MOA serves as a testament to their commitment to uphold the rights and dignity of PDLs, ensuring their well-being while paving the way for meaningful reforms and timely access to justice.
