Navotas launches school-based healthcare through PhilHealth YAKAP rollout

The Navotas City government has launched school-based healthcare services for public school learners through the rollout of PhilHealth’s Yaman ng Kalusugan Program (YAKAP) para sa mga mag-aaral, strengthening its push for accessible and preventive care for young Navoteños.

Mayor John Rey Tiangco led the launch on Tuesday, Nov. 25, at Kapitbahayan Elementary School, marking the start of the citywide integration of YAKAP services across public elementary and high schools.
According to the Public Information Office, a total of 44,301 learners in Navotas will be covered under the school-based rollout, giving students access to free consultations, diagnostic tests, cancer screening, and up to P20,000 worth of medicines. The LGU said bringing these services directly to schools ensures that children receive timely care without additional burden on their families.

PhilHealth reported that Navotas currently leads Metro Manila in YAKAP enrollment, with 91 percent of its 250,000 residents registered as of October 2025.
The city government attributed this high coverage to the strong involvement of local health workers and sustained community-wide promotion of preventive care.
The launch was attended by PhilHealth Local Health Insurance Office–Caloocan Head Brian Florentino, School Governance and Operations Division Chief Dr. Gemma Villaluna, and Assistant City Health Officer Dr. Charmaine Nagayo.
The local government earlier received several recognitions from PhilHealth, including PhilHealth UHC Champion in Governance, PhilHealth YAKAP Champion with the Highest Percentage of Accredited YAKAP Clinics, and PhilHealth YAKAP Highest Compliance Rate–Government Employer.
It added that all 13 city health centers, the Navotas Medical and Wellness Center, and the Navotas City Hospital are accredited as PhilHealth YAKAP Clinics.
