London-based Italian national, several Filipinos named in criminal charges before Tanauan City prosecutor's office
Three criminal charges have been filed against a London-based Italian national and his alleged cohorts in the Philippines by two Filipinos before the Tanauan City Prosecutor’s Office.
Named as respondents for alleged serious illegal detention, illegal recruitment, and estafa were Adel En Nouri, Mohammed En Nouri, Lorraine Paula Bautista Saliva, Myrna Mercene Paterno, Cedrick Valenzuela Saliva and Greg Villegas Meer of Tamber International Placement Agency.
The complaints against them were contained in a five-page complaint filed by Maria Anne L. Castro and Brian A. De Chavez last Nov. 21.
The respondents could not be contacted for comments as of posting time.
The complainants claimed that they only met Adel En Nouri, who was said to be a corporate executive of the Harrods Department Store in Knightsbridge in West London, and Mohammed En Nouri through video calls.
They alleged that the respondents “conspired to entice us with promises of work abroad, but instead brought us to a place where we were forced to work as online recruiters and required to work extended shifts against our will.”
They also alleged that they filed the complaint before the prosecutor’s office after their escape last Dec. 31, 2024 from Tamber office in Tanauan City “out of concern and fear for our safety.”
“It was then that we learned that Tamber International Placement Agency does not have a license from the Department of Migrant Workers (DMW) to recruit or deploy Filipinos abroad,” they said.
They recounted that they got to know Tamber through its Facebook page and later met some of its employees on Dec. 3, 2024.
Among the respondents, the complainants recounted “Lorraine Paula Bautista Saliva and Myrna Mercene Paterno presented to us the employment opportunities in the United Arab Emirates (UAE) as restaurant staff, with a promised salary of P65,000 per month, including board and lodging.”
“They also stated that the total cost was P80,000 each, which included the placement fee, airfare ticket, and working visa,” they alleged.
Thus, they said that “we managed to pay the amount of P80,000 each, for a total of P160,000.”
Upon the directives of Tamber, the complainants alleged that they went to the agency’s office in Tanauan City on Dec. 21, 2024 for the required one-week job training including work as online recruiters for their website.
They said in their complaints: “Upon our arrival at their office, we were required to turn over our cellphones and other belongings. Edel En Nouri and Mohammed En Nouri told us that every time we started our shift, they would call us and give instructions on what we were supposed to do. We were also told that we would comply with all the applicants’ demands and work 18 straight hours a day; otherwise, the money we had paid would be forfeited.”
Thus, they said, they were forced to comply out of fear and concern that the money already paid could not be recovered.
During their time at Tamber, the complainants alleged that they “experienced repeated acts of verbal abuse, harassment, and intimidation from Adel En Nouri, Mohammed En Nouri, Lorraine Paula Bautista Saliva, Myrna Mercene Paterno, and Cedrick Valenzuela Saliva.”
“Additionally, Adel En Nouri and Mohammed En Nouri would call us merely to berate us for not recruiting applicants,” they also alleged.
“The actions and activities of the individuals mentioned clearly constitute Illegal Recruitment under the law,” they said in their complaint-affidavit.
“Based on what we have verified and on the basis of the certification issued by the Department of Migrant Workers, they do not possess any license to conduct recruitment for overseas employment; therefore, their actions fall within the definition of Illegal Recruitment under the law,” they added.
Earlier published news reports stated that Adel En Nouri and several other persons have been named in criminal charges filed before the Bacoor City and Pasay City Prosecutor’s Offices.
It was not known immediately what had transpired in the complaints.
