8 foreigners arrested in Cavite's 'scam hub' -- NBI

Eight foreigners have been arrested at an alleged scam hub discovered in Cavite, the National Bureau of Investigation (NBI) said on Thursday, Nov. 20.
The NBI identified them as Chinese nationals Chen Xing He, Liu Yong Chang, Tang Lao Ya, Xiao Long, Xiao Liu, Liang Yaocai, Li Xiang, and Xiao Kai.
It said they were arrested inside a house in Bacoor City, Cavite last Nov. 15 by operatives of the NBI-Cavite North District Office (NBI-CAVIDO North) which served a Warrant to Search, Seize, and Examine Computer Data (WSSECD).
It also said that the operation resulted in the seizure of various computer devices and assorted cellular phones.
“On-site Triage/examination of the seized items resulted in a positive finding that the items were used in online social engineering schemes,” it added.
The NBI said the operation was conducted based on information on illegal online activities in a residential house in Bacoor City.
“Verification and surveillance operations conducted by the NBI-CAVIDO North agents confirmed the veracity of the information,” it said.
Thus, the NBI-CAVIDO applied for WSSECD which was granted by the Bacoor City Regional Trial Court Branch 110.
With their arrests, the eight foreigners were charged before the Department of Justice (DOJ) with violation of Republic Act (RA) No. 10175, the Cybercrime Prevention Act of 2012, in relation to RA No. 12010, the Financial Accounts Scamming Act.
