Marcos shrugs off Co's allegations

President Marcos has brushed off resigned lawmaker Zaldy Co’s allegations against him that he had ordered the insertion of P100-billion in infrastructure projects in the 2025 budget.
“I don’t want to even dignify what he was saying,” Marcos told reporters in Negros Occidental on Saturday, Nov. 16.
Co, in a video uploaded to Facebook on Saturday, Nov. 15, doubled down on his allegation against Marcos, even showing images of suitcases supposedly containing money being delivered to the President’s residence.
Presidential Communications Office (PCO) Secretary Dave Gomez rejected Co’s second video statement, saying he merely repeated unverified accusations that remain unsupported by any evidence.
In a statement, Gomez said Co’s latest claims still amount to “a bunch of hearsay,” despite public scrutiny over his earlier allegations.

“We may begin to sound like a broken record. What he is saying is a bunch of hearsay. Sabi nito, sabi ni ano (He’s just saying ‘this person said this, that person said that’),” he said.

According to Gomez, Co did not present any new information or documentation in his second video.

“Hindi nag-rewrite ng script sa second video kahit na kanal na yung una (He didn’t even rewrite his script in the second video even after the first one was already exposed as garbage),” he added.

‘Come home, sign it under oath’

Gomez reiterated the Palace’s standing challenge for Co to return to the Philippines and formally attest to his allegations before proper authorities.

“We continue to issue the same challenge: Come home, sign these under oath, and face the music,” he said.

He earlier stressed that truth-telling requires sworn testimony, not edited videos recorded overseas.

Co’s accusations have been widely questioned following consistent Palace denials and the absence of any document showing that President Marcos ordered irregular insertions in the national budget.

Department of Budget and Management (DBM) Secretary Amenah Pangandaman has already rejected suggestions that the President was involved in alleged budget “insertions,” noting that all executive proposals are already included in the National Expenditure Program (NEP).

PCO Undersecretary Claire Castro said Friday that Co is attempting to “avoid accountability” as investigators close in.

“Dahil lumiliit na ang mundo ni Zaldy Co, kailangan niyang umiwas at iiwas ang sarili at mag-name drop kahit walang katibayan (Because Zaldy Co’s world is shrinking, he now has to evade and drag others into this without proof),” she said, noting that Co’s narrative “raises more questions than answers” about his role in the anomalies.

An ‘admission’

In her vlog, Castro said Co’s latest video “only strengthens the case against him,” arguing that his own statements revealed his participation in alleged budget insertions for 2025 despite his attempt to frame the issue as a Palace conspiracy.
“Umamin si Zaldy Co sa ginawa niyang mga insertions para sa budget 2025 (Co admitted to making insertions for the 2025 budget)," she said.
“Hindi na niya maitatanggi na siya ang taksil sa bayan na naglalagay ng mga insertions para nakawin lamang (He can no longer deny that he is the betrayer of the nation who inserts projects for personal gain),” she added.
Castro maintained that the administration’s own budget record contradicts Co’s narrative.
She cited Marcos’ veto of P194 billion in the 2025 budget — a figure larger than the P100 billion that Co claims was inserted at the President’s direction.
“Bakit mag-uutos si Sec. Menah (Pangandaman) kung tatanggalin at ivi-veto ang mga proyektong ito (Why would Sec. Pangandaman order insertions only for these projects to be vetoed)?” she said.
She added that Marcos himself had earlier said he “could not recognize” the 2025 National Expenditure Program after it went through congressional adjustments.

Holes exposed

Castro also questioned the timeline presented in Co’s second video, noting that the photos of alleged “deliveries” bore dates — January, May, June, August, and October 2024 — months before the 2025 budget bicameral conference convened.
“Paano made-deliver diumano… kung hindi pa man nagsisimula ang bicam conference para sa budget 2025 (How could the deliveries be made if the bicam conference had not started by then)?” she pointed out.
She added that Co failed to present the money he claims was inside the suitcases.
“Sa pinakita niyang mga maleta… nasaan ang mga sinasabi niyang pera (In the suitcases he showed, where is the supposed money)?” she said.
“Paano seseryosohin si Zaldy Co… kung ngayon pa lang sa video niya ay kitang-kita na ang mga gawa-gawang kwento (How can we take Zaldy Co seriously if his video shows that his story is made up)?” she added.
With this, Castro said Co should be investigated to determine “where his lies are coming from.”
She also raised questions about his assets after Co claimed that he did not benefit from the insertions.
“Sa sinabi niyang wala siyang kinupit na halaga… patunayan niya ito lalo pa’t nagsusumigaw ang mga yaman niya (He should prove he stole nothing, especially since his wealth speaks for itself),” Castro said.

More questions than answers

Civic leader Jose Antonio Goitia said Co’s allegations remain unsubstantiated despite the release of project lists and online statements, noting that nothing in the materials directly links President Marcos to the supposed P100-billion insertion.

He stressed that the documents merely enumerate items typically found in the national budget and contain no directive or communication from Malacañang.

Goitia also questioned Co’s decision to speak from overseas instead of appearing before official inquiries or issuing a sworn statement in the Philippines.

“If the intention is to tell the truth, the strongest place to do that is under oath,” he said, noting that statements made abroad without cross-examination leave “more questions than answers.”

“Truth does not hide behind edited videos or selective releases,” he added.

Goitia also pointed to the President’s veto of nearly P194 billion in the 2025 national budget as evidence inconsistent with claims of irregular insertions. He said the public record shows a leader removing questionable items, not adding to them, undermining the central premise of Co’s allegations.

He likewise noted that the timing of Co’s statements coincided with rallies planned by various blocs seeking to pressure the administration to promptly address the corruption issue.
