DPWH, World Bank to break ground on Mindanao transport project in 2027

The Department of Public Works and Highways (DPWH) and the World Bank will start construction of the ₱37-billion Mindanao Transport Connectivity Improvement Project (MTCIP) in 2027 for safer transport and better access across key areas of Mindanao.
The project will follow a 22-month design phase beginning in January 2026, with a five-year maintenance program after construction completion.
DPWH Secretary Vince Dizon formed the MTCIP Project Steering Committee (PSC) to coordinate national agencies and local government units (LGUs) in strategic implementation and milestone reviews, with the first meeting held on Oct. 10 in Cagayan de Oro City.
Co-financed by the World Bank (₱25.46 billion) and the Philippine government (₱11.54 billion), the MTCIP will upgrade the 422-kilometer Cagayan de Oro–Davao–General Santos corridor.
The project will rehabilitate three key agricultural link roads covering 128 kilometers: Sayre Highway–Cawayan–Kibenton, Fatima–Malabog–Saloy–Panabo City, and Poblacion–Malungon–Sta. Maria roads.
The project integrates an Integrity Management Plan to strengthen governance, enhance climate resilience, and expand digital mapping across Mindanao, while providing technical assistance, stakeholder engagement, audits, and emergency response measures.
Early approvals from provincial, city, and regional development councils between 2023 and 2024 laid the groundwork for smoother implementation and long-term sustainability.
Chaired by DPWH Senior Undersecretary Emil K. Sadain, the PSC includes national agencies such as the Department of Finance (DOF), Department of Economy, Planning and Development (DEPDev), and Department of Budget and Management (DBM).
The committee also comprises the Department of the Interior and Local Government (DILG), the Mindanao Development Authority (MinDA), and local executives from Cagayan de Oro, Bukidnon, Davao City, Davao del Norte, Davao del Sur, Davao Occidental, Sarangani, and General Santos City.
World Bank Senior Transport Specialist John Kobina Richardson represents the bank in overseeing project implementation, emphasizing technical support and collaboration with local stakeholders.
“The MTCIP is not just a DPWH or World Bank project—it is a Mindanaoan project. The overwhelming support from LGUs ensures the project will be felt where it matters most: in communities,” Sadain said.
