Marikina begins completion of Super Health Center under LGU supervision

Marikina City Mayor Maan Teodoro announced on Friday, Oct. 17, that the construction of the Concepcion Dos Super Health Center has officially resumed under the supervision of the local government.

The mayor made the announcement while Department of Health (DOH) Secretary Ted Herbosa appeared before the Independent Commission on Infrastructure (ICI).
She instructed Arch. Raymond Aquino of the City Architectural Office to mobilize personnel from the City Engineering Department to the site to begin Phase 2 of construction.
The local government said heavy construction equipment, including a backhoe and three dump trucks, has been deployed for two-day clearing operations to trim and remove grass and debris and fix the board-ups in the area.
“Ngayong araw, tuloy-tuloy na ulit ang konstruksyon ng ating Super Health Center. May backhoe, dump trucks, at vacuum trucks na dineploy sa site. Makikita na talagang 100 percent complete na ang Phase 1. Nandoon na ang malaking concrete slab (Construction of the Super Health Center has resumed today. Backhoes, dump trucks, and vacuum trucks have been deployed to the site. Phase 1 is now fully complete, with the large concrete slab already in place),” the mayor stated.
On Oct. 15, Herbosa flagged the center among 297 Super Health Centers nationwide as non-operational and unfinished during an inspection that found the supposed four-story health center still stuck at Phase 1—a steel foundation now overgrown with weeds and bushes.
In her statement, Teodoro stated that the funds provided by the DOH covered only the first phase of the project's construction, which the city government had already completed in full, including the foundation and structural works, as certified by the DOH itself.
“Noong unang nag-inspect ang DOH, ang nakita lang nila mga dahon-dahon kasi super tagal na namin nire-request sa kanila na pondohan ang second phase. Pero walang tugon ang DOH (During the initial inspection by the DOH, all they saw was greenery, as the city had long requested funding for the project’s second phase but received no response from the DOH),” the mayor explained again.
In a letter sent to Herbosa dated Oct. 9, the city government said it has "decided to proceed with the construction and completion of the facility using locally-sourced funds or our own LGU funds."
By Monday, Oct. 20, the city plans to start the proper construction of the health center.
Teodoro emphasized that the project will now be handled directly by the local government, no longer through a third-party contractor.
“Ibig sabihin po, by admin na ang construction—equipment, materials, workers, provided na lahat ng city government (This means the construction is now being handled by the city administration; all equipment, materials, and workers are being provided by the local government),” she said.
She emphasized that the Super Health Center is not just an ordinary health facility, but it is set to be a four-story, multi-specialty building that will be able to provide basic medical services, as well as house an Autism Center for children with special needs.
“We are true to our words and commitment. Pangako ‘yan ng Marikina at tinutupad natin. Sa Marikina, kapag sinabi, ginagawa,” said the mayor (That is Marikina’s promise, and we are fulfilling it. In Marikina, when we say something, we do it),” Teodoro stressed.
