Mayor Maan clarifies unfinished Marikina health facility

Marikina Mayor Maan Teodoro on Wednesday, Oct. 15, clarified that the city government has already completed its part—the first phase of the health facility project, which the Department of Health (DOH) recently included among 297 unfinished or unused projects, noting that the funds released by the agency were only for the first phase of the construction.
The health facility, located in Barangay Concepcion Dos, was cited by the DOH as one that should have already been completed.
Teodoro called the claims “misleading and irresponsible,” saying they distort the facts and mislead the public about the project’s true funding and implementation status.
She emphasized that the city government had already completed the entire first phase of the project, covering foundation and structural works in full, as certified by the DOH itself.
“Wag sanang iligaw ng DOH ang taumbayan sa katotohanan. Kapag nagbigay sila ng pondo, dapat buo na. Kawawa ang tao sa ginagawa ng DOH (DOH should not mislead the public from the truth. When they release funds, they should provide the full amount. The people are the ones who suffer from what the DOH is doing),” she said.
“The facts are clear! The funds released by the DOH were only for the first phase of construction. It is therefore false to claim that the entire facility could have been completed with such limited funds,” she stressed.
The mayor added that despite repeated follow-ups, the DOH has not released the additional funding needed for the succeeding phases of the project, which caused the delay in completion.

“The delay does not lie with the City of Marikina alone. It lies with the DOH’s failure to provide the necessary project funding,” Teodoro said.
In fact, she said that out of genuine concern for the people, the city decided to continue the project using its own local funds to ensure residents receive the quality healthcare services they rightfully deserve.
She also pointed out that the city has long extended goodwill and cooperation to the DOH, even providing city-owned land for the agency’s use, including the site of the Amang Rodriguez Memorial Medical Center.
“Marikina stands for transparency, accountability, and genuine public service—not excuses or misinformation,” the mayor continued.

Marikina City Administrator Dr. Mark Castro explained again that the scope of the Phase 1 project is only foundation works, which the government had already completed.

He stressed that the city government has continuously followed up with the DOH in writing for additional funds amounting to P180 million for the completion of the ground floor to the fourth floor.
Castro said that this delay has prompted the city to allocate its own funds to continue the project.

Naglaan po ang city ng P200 million para po macomplete lang ang proyektong ito. AIP po iyon for 2026 (The truth is, in the city’s AIP, we have already requested to shoulder the remaining funding. He noted that once the P180 million is funded, a new completion date will be set.
He emphasized that the local government does not neglect projects, especially those related to health, as these initiatives directly benefit the people.
“Pero we'll see to it na ang LGU, hindi naman nagpapabaya sa mga ganitong programa, especially health ito. Taga Marikina po ang makikinabang dito kaya hindi po namin pababayaan (But we will see to it that the LGU does not neglect programs, especially those related to health. The people of Marikina will benefit from these initiatives, so we will not let them down),” he said.
