Unprogrammed funds won't end up as pork barrel, Palace says

Malacañang gave an assurance that the unprogrammed appropriations under the proposed 2026 national budget will not end up as "pork barrel."
Palace Press Officer and Communications Undersecretary Claire Castro said that although P250 billion falls under the unprogrammed appropriations, it will be handled with care.
"Kaya po tandaan po natin, kahit po ito ay nasa unprogrammed appropriations, iingatan po ang budget na ito (So, let’s remember that even though this falls under unprogrammed appropriations, this budget will still be handled with care)," Castro said in a Palace briefing on Tuesday, Oct. 14.
"[H]indi naman po agad ito mailalabas para katakutan nila at sasabihing magiging pork barrel lamang (It will not be released immediately, contrary to fears that it will just turn into a pork barrel fund)," she added.
Castro also said that the government will be even more careful with the budget and ensure that the funds are used properly and not wasted, especially amid the investigation into the alleged misuse of funds for flood-control projects.
The Palace official has once again defended the inclusion of P250 billion in unprogrammed appropriations under the proposed 2026 national budget, emphasizing that it is necessary "especially now that our NDRRM (National Disaster Risk Reduction Management) funds are being depleted because of the many calamities we’ve been experiencing."
If there are indeed provisions that do not align with the priorities of the Marcos administration, President Marcos will likely veto those portions, Castro said.
