Marikina City Rep Teodoro refutes rape, lasciviousness charges at DOJ
Marikina City 1st District Rep. Marcelino “Marcy” R. Teodoro on Tuesday, Oct. 14, filed before the Department of Justice (DOJ) his counter-affidavit that refuted the rape and acts of lasciviousness charges filed against him by two policewomen who previously served as his close-in security.
“Dumalo kami sa preliminary investigation para doon sa kasong i-finile sa akin (We attended the preliminary investigation being conducted on the complaint filed against me),” Teodoro told journalists.
“Inaasahan ko lalabas ‘yung katotohanan sa pamamagitan ng patas, transparent at bukas na preliminary investigation (I expect the truth to come out through a fair, transparent and open preliminary investigation),” he said.
One of the complainants alleged in her complaint that Teodoro committed acts of lasciviousness under Article 336 of the Revised Penal Code (RPC) during the early period of her assignment.
While the other complainant, who initially served as security detail for Teodoro’s wife Marikina Mayor Maan Teodoro, claimed that the congressman committed rape by sexual assault under Article 266-A (2) of the RPC as well as acts of lasciviousness.
Congressman Teodoro has already filed a perjury complaint against the two policewomen before the Marikina City Prosecutor’s Office.
“These are sham complaints as far as we are concerned,” declared lawyer Alma Mallonga, Teodoro’s legal counsel.
Because of this, Mallonga said “we are very confident that the truth will prevail.”
During the preliminary investigation, Mallonga said that Congressman Teodoro’s 28 witnesses submitted their respective sworn statements.
“Lahat sila pumunta dito to show that the incredible tale being presented by the complainants could not even happen. Walang oportunidad gawin ang sinabi nilang ginawa (The witnesses all came to show that the incredible tale being presented by the complainants could not even happen. There was no opportunity that their allegations could have happened),” she said.
Mallonga observed that the complainants claimed in their complaint-affidavits that there were other women present when the allegations occurred but failed to identify them.
“Pero ang nakakapagtataka, ngayon lang ako nakakita ng ganito, ayaw nilang bigyan ng pangalan (But what I found baffling, considering that I only experienced this now, the complainants don’t want to name these witnesses),” she said.
