Mayor Nancy urged to withdraw appointment of city exec over alleged link to kickback scandal

Makati City Vice Mayor Romulo “Kid” Peña Jr. and minority bloc councilors on Wednesday, Oct. 1, urged Mayor Nancy Binay to immediately withdraw the appointment of a city official as head of the city government’s procurement department following her alleged involvement in the Department of Public Works and Highways (DPWH) Bulacan kickback scandal.
Peña and the minority bloc said Carleen Yap-Villa, a former Senate aide of Binay, currently serves as officer-in-charge of the General Services Department and vice chairperson of the Bids and Awards Committee.
In a joint statement, they expressed their “collective concern” over the involvement of Yap-Villa in the DPWH Bulacan kickback scandal, which allegedly took place while she was an aide to then-Senator Nancy Binay.
“According to news reports, the National Bureau of Investigation has recommended the filing of charges against Miss Yap-Villa for allegedly asking [for] P37 million from an undersecretary of the Department of Public Works and Highways,” they said.

They said it is for this reason that they strongly urge the mayor to immediately recall the appointment of Yap-Villa.
“We do not prejudge Ms. Yap-Villa. We believe that Ms. Yap-Villa should be given the opportunity to clear her name in the proper forum,” they added.
Peña and the minority councilors said that aside from the NBI and the Department of Justice (DOJ), “it is also certain that she will be called by the Independent Commission on Infrastructure to give her statement and answer questions.”
The statement also said Yap-Villa should be given time to focus on her defense, noting that her continued role as head of the GSD and vice chairperson of the BAC could affect her work and performance.
“For her to do this, Ms. Yap-Villa will need to devote her undivided time and energy. If she continues to perform her duties as a department head with the burden of these allegations, it could also affect her work and performance,” they explained.
Aside from Peña, the statement was also signed by Virgilio Hilario Sr., Alcine Yabut, Martin Arenas, Armand Padilla, Hein Angeles, Doris Arayon, and Rolando Alvarez, Jr.
