The Department of Energy (DOE) is supporting eight developers to pursue offshore wind (OSW) projects totaling nearly 17,000 megawatts (MW) set to begin construction in 2027.
According to DOE data, these frontrunner projects have a potential capacity of 16,652 MW and are located in several provinces, including Antique, Bataan, Camarines Norte, Camarines Sur, Cagayan, Cavite, Guimaras, Iloilo, Ilocos Norte, La Union, Negros Occidental, Northern Samar, and Quezon Province.
The developers identified for DOE assistance are Triconti Southwind Corporation, Jet Stream Windkraft Corporation, Ivisan Windkraft Corporation, BuhaWind Energy Northern Luzon Corporation, ACX3 Capital Holdings, Inc., Vind Energy Corp., Domhain Earth Corp., and Copenhagen Infrastructure New Market Fund (CI NMF) Philippines Corp.
The first kilowatt-hour is expected to be generated by 2028.
The DOE will coordinate with permitting agencies, including the Department of Environment and Natural Resources (DENR), National Grid Corporation of the Philippines (NGCP), and the Philippine Ports Authority (PPA).
Energy Undersecretary Rowena Cristina Guevara confirmed the DOE's active cooperation, stating, "The crucial parts would be the port [and] transmission, so we are coordinating with them… [We also] work with NGCP and local government units to secure the right of way."
"We have a team coordinating with the PPA on awarding contracts, determining who will win the green energy auction (GEA)," she added.
Regarding the new round of GEA-5, Guevara shared that they aim to begin bidding by July 2025.
"We announced this last December because some frontrunner offshore wind projects needed to assure their investors that GEA-5 will happen."
