DOE launches transparent bidding for renewable energy contracts

The Department of Energy (DOE) has launched a process for awarding renewable energy service contracts (RESCs) that would promote transparency, competitiveness, and efficiency in the renewable energy (RE) sector.
In a statement on Wednesday, Sept. 24, the DOE announced the adoption of the Open and Competitive Selection Process (OCSP) for RESCs.
According to the DOE, the guidelines for the OCSP include the creation of the Review and Evaluation Committee (REC), which would be managed by the Undersecretary supervising the Renewable Energy Management Bureau (REMB).
The guidelines also include the identification of predetermined areas for RE exploration and development, the establishment of transparent application and bidding procedures through the Terms of Reference (TOR), eligibility criteria for applicants, and selection criteria, among other aspects.
The DOE also noted that applicants may be Filipino and/or foreign individuals, corporations, or joint ventures that adhere to the Philippine laws.
“In cases where no qualified applications are received, the affected areas shall be opened for Direct Applications to ensure the continued advancement of RE development,” it stated.
“The adoption of the OCSP is expected to accelerate the development of RE resources, contributing to the country's energy security and sustainability objectives.”
A public consultation for the fifth OCSP will then be held on September 25 to seek stakeholder recommendations and comments.
Under the fifth OCSP, seven hydropower, two geothermal, and two wind projects are available for service contract auction.
