Rally condemning corruption in flood control projects set in Cebu City

CEBU CITY – Various civil society groups, people’s organizations, and concerned citizens are mounting a rally on Sunday, Sept. 14, to demand accountability amid the current flood control projects scandal.
The Panaghiusa sa Yanong Sugbuanon Batok sa Korapsyon (Payong) coalition said the rally at the Plaza Independencia here is meant to “express our collective outrage over the rampant corruption surrounding the flood control projects in Cebu and beyond.”
“We strongly condemn the misuse, overpricing, substandard implementation, and the collusion between contractors, Department of Public Works and Highways (DPWH) officials, and politicians who have betrayed public trust. While many ‘kababayans’ suffer in flooded streets and submerged homes, a few corrupt individuals profit from their misery,” Payong said in a statement.
Edward Ligas, one of the convenors, said the rally will start at 4 p.m. Ligas said various groups have joined the coalition regardless of political coalitions.
“We have pro-Duterte, anti-Duterte, ‘Pinklawans,’ and ‘Yellows’ in this movement. There is no politics here. All flood control projects must be investigated including those implemented during the time of Arroyo, Aquino, Duterte, and this administration,” said Ligas in a press conference on Friday, Sept. 12.
Among the group's demands are full transparency and public disclosure of contracts, bidding documents, engineering reports, and audit findings related to flood control projects.
The group also called for the imprisonment of corrupt officials and politicians and mandatory signing of bank waivers of public officials and individuals involved in the investigation.
During the press briefing, the coalition’s convenors tore the photos of government officials, contractors, and DPWH officials.
“We are calling for the resignation of President Marcos and Speaker Martin Romualdez,” said Moises Deiparine.
Ligas said politicians will not be allowed to speak during the rally.
Prior to the rally, a caravan passing through Cebu City, Mandaue, Talisay City, and Lapu-Lapu City will be held.
On Monday, Sept. 15, the University of the Philippines Cebu community will hold its own Day of Indignation from 8 a.m. to 10:30 a.m.
