Vietnamese national arrested for 'illegal practice of medicine'
A Vietnamese national has been arrested by the National Bureau of Investigation (NBI) for alleged illegal practice of medicine in Manila.
The NBI identified the suspect as Hoang Thi Hai Yen who is also known as “Van Pahm” and “Doc Yen.”
It said that Hoang was arrested by operatives of the NBI Dangerous Drugs Division (NBI-DDD) at his clinic in Manila during an entrapment operation last Sept. 2.
During the operation, the NBI said that Hoang “failed to present his Professional Identification Card (PIC) issued by the PRC (Professional Regulations Commission), COR (Certificate of Registration), and License to Operate issued by the FDA (Food and Drugs Administration).”
It also said that after the arrest, Hoang was presented for inquest before the Manila Prosecutor’s Office for violations of the Medical Act of 1959, Cybercrime Prevention Act of 2012, the Consumer Act of the Philippines, the Food and Drug Administration Act of 2009, and the Philippine Pharmacy Act.
The NBI said it acted on an information given by a group of Vietnamese nationals that Hoang was engaged in cosmetic treatments and surgeries without proper authorization from the PRC.
Also, the information stated that Hoang has been dispensing medicines without a COR and a license from the FDA, it also said.
