'Kailangan may managot': Mayor Vico on flood control projects probe

Pasig City Mayor Vico Sotto on Tuesday, Sept. 2, said that those responsible must be held accountable as authorities investigate alleged anomalies in flood control projects.
His statement was made following the Senate Blue Ribbon Committee hearing on Monday, Sept. 1, attended by all 15 contractors who received the lion’s share, about 20 percent, worth P100 billion, of the country’s flood control budget over the past three years, including Sarah Discaya, owner of Alpha & Omega General Contractor & Development Corp.

The mayor also posted personal notes on his Facebook account about the hearing, saying, “Hindi sila masyadong honest (They're not that honest),” and detailing his observations from the session.
“I’m sure there’s more to uncover, both with the Discaya group but also the system as a whole,” Sotto said.
“I hope all relevant authorities act quickly, before they get away. We will continue to do our part. Hindi tayo papayag na basta na lang tatahimik at mawawala ang isyu pagkatapos ng ilang buwan (We will not allow this issue to be ignored or disappear after a few months),” he emphasized.
Sotto said he hopes the next hearing will directly question both contractors and DPWH officials about allegations that some contractors advance up to 40 percent of project costs to congressmen or politicians.
“Or, whatever the rate may be, is it true that there is an ‘SOP’ or kickback for DPWH projects? Ano ang hatian? Wala naman sigurong aamin, pero malay mo… (How is it shared? No one is likely to admit it, but who knows),” he added.
He suggested that the next hearing include other key figures from the Discaya group, saying that Sarah Discaya’s “campaign spokesperson and DPWH project ‘Mistermind,’ Curlee ‘Great Pacific’ Discaya,” could provide additional information.
